Rastriya Krishi Vikas Yojana progress Amount Rs. in crores • Programme taken under RKVY to mitigate drought: • Massive fodder cultivation in rabi and zaid where irrigation facility available- 10 lac minikits free to farmers expected coverage 1.00 lac ha area. This would be a bi- annual programme. • Construction of 1000 diggis, 2000 farm pond and 1200 water harvesting structure on subsidy from RKVY funds • Promotion of gypsum use as nutrient for pulses & oilseeds by keeping uniform price of gypsum throughout the state • Vaccination, Mineral mixture & deworming medicines for animals - relevance for Rajasthan as livestock support livelihoods to farmers. • Bajra & Ground nut seed production in State itself as source of AP etc not assured due to drought situation

Strengthening Extension Machinery at State Level • Krishi Gyan Avam Aadan Shivir –pre Kharif Panchayat level campaign organized to reach out to farmers with special focus on drought mitigation and productivity enhancement • Rabi Abhiyan- is in progress (15th Sep to 15th Oct)- Drought mitigation, fodder production, water harvesting & efficient use of available water and productivity enhancement are the focus areas • “KHETIBARI”, a weekly TV program of Department-good quality and highly popular • “Kheti Ri Batan” a live daily Radio program with farmer-friendly format-phone-in, success stories, farmers interviews etc. • Inter-state exposure visits of farmers -5600 farmers to be benefited during 2009-10 • Beneficiary trainings ( Software ) included in implementation of components ( hardware ) viz. seed production, agri. implements, sprinkler, drip, pipe line etc. • Kisan Call Centre running successfully; very popular. 59717 calls this year, average 250 calls per day • Crop specific, area specific productivity enhancement projects such as Mustard target 20+, Barley operation 150%, etc. to be implemented during rabi 2009-10.

Strengthening Extension Machinery at State Level ATMA-implementation in all 33 districts: • PPP based implementation of extension programme- organization of 49 farm schools with the collaboration of ITC Broad based capacity building of field functionaries. • FIG / CIG based programmes formulated.- so far 3080 groups formed • Award to 474 progressive farmers at block, district and state level. • National /Multinational companies like Pepsico, Mahyco, Monsanto, Cargill India Ltd, • SAB millar, Chambal Fertilizers, Lupin, NM Sadguru foundation and reputed NGOs are • also being involved in various Extension activities. • MOU with Reuters have been signed this year for sending advisories to farmers on mobile phones. • Proposed deployment of 800 Krishi Sanyojak (SMS) under RKVY

  18. Fertilizer Arrangements : Rabi Consumption : in lac M.T. • Issues • Advance stock of DAP by the state government is a shifted burden of GOI. It leads to unnecessary financial burden on state. • GOI should supply DAP and Urea as per monthly requirement of the state. • LFS (M/s CFCL) should maintain buffer stock of 50,000 MT of Urea up to 30th September, 09 without affecting monthly supply plan. • GOI has taken a decision to keep open price of SSP from 1st October, 2009 which will create problem of uneven sale price for farmers. This will cause dislocation in prices and supply.

Soil Health Enhancement through INM • Massive increase in distribution of soil health cards - 3.00 lac in 2008-09, 1.60 lac soil samples analyze and 1.20 lac soil health cards distributed during 2009-10 (till Aug. 2009) • Micro nutrient testing facility available in 32 labs - Micronutrient testing done for 0.55 lac samples in 2008-09 and 0.20 lac -samples analyzed in 2009-10 so far • Special software being used to generate Computerized soil health cards – recommendations in terms of fertilizer materials for 4-8 important crops. • Block-wise fertility maps prepared • Fertility maps on GIS –Maps of all districts displayed on GIS. • Large scale use of Gypsum in rabi Oilseeds and Pulses as source of nutrient – • efforts initiated for timely supply of gypsum, besides, uniform price of gypsum across the state

Best PracticesRabi Abhiyan 2009 15 th Sep. to 15th Oct. 2009 Special focus on drought combating ( Pre-Rabi Campaign) • Camps at the level of Gram Panchayats – 9189 Gram Panchayats covering 41,375 villages • Preparation of Kisan Credit Cards on campaign mode involving cooperatives & banks for access of credit and also insurance benefit to the farmers who have been badly hit by drought. • Free distribution of 10 lac minikits to mitigate green fodder requirement in Rabi season. • Similarly 4.00 lac minikits to be distributed on green fodder crops Bajra, Jowar & Maize in Zaid season • Seed production programme of Bajra to be taken up in Zaid season for greater availability of local produce seed • Applications being prepared for individual beneficiary activities. • Participation of NGOs and private sector companies for seed production in districts for popularizing good practices – Lupin, Monsanto, Gayatri Sansthan etc. • Emphasis on water saving devices such as sprinkler, drips, pipelines and promotion of diggies, farm ponds, water harvesting structures etc. • Weather Insurance Scheme - Weather Insurance Scheme was implemented in 7 districts for loanee farmers covering 10 crops in Kharif 2009. Proposed to be extended in all districts.WBCIS was also implemented in whole state for non loanee farmers through AIC and ICICI Lombard.

Efforts to mitigate the impact of Drought • Gypsum as nutrient in pulses and oilseed crops & INM • Print & Electronic Media • Fodder seed is being arranged through Rajasthan State Seed Corporation. • Promotion of Local initiatives under NFSM scheme- thio urea in wheat, farm implements, post harvest management etc. • Construction of water storage tank(1200), Diggies (1000) and farm ponds (2000)under RKVY. • Timely availability of inputs (Fertilizer, Seed, insecticides etc.) being ensurred • Crop insurance / Weather insurance scheme are being implemented.

  24. Issues for Consideration • Propositioning of DAP for rabi 09-10 as per DOF instructions. • Additional proposal of Rajasthan fpr Rs. 153.55 crore under RKVY for drought mitigation may be approved. D.O. letter sent by PSA to Secretary Agriculture GOI on 20.8.09 • Second release may be expedited for ISOPOM. • GOI has taken a decision to keep open price of SSP from 1st October, 2009 which will create problem of uneven sale price for farmers. This will cause dislocation in prices and supply. • Advance stock building of DAP avoided crisis. But, this system placed an additional burden on the state. • Owing to severe drought conditions during Kharif, compensation amount under NAIS to farmers is likely to exceed Rs. 900 crore compare to Rs. 247 crore last year. GOI has been requested to bear the burden of state share this year.

  25. Issues for Consideration • In ICDP cotton, the present subsidy level on drip is 50% or Rs. 26,000 whichever is higher, where as the actual cost per ha. comes to Rs. 1.20 lacs. Owing to severe drought conditions and reservation of canal water for drinking purpose this year, there is an argent need to enhance to subsidy scheme to bring it at par with MIS norms. Orders should be issued before 15 October. • Similarly of subsidy Rs. 1.5 lacs for construction of water storage tank of capacity up to 10 lac liter should be allowed for 1500 water storage tanks being constructed in the State. • Settlement of claims under National Agriculture Insurance Scheme (NAIS)- Release of balance amount of crop compensation by GOI for Kharif 2005 (Rs. 26.13 crore ) and Rabi 2005-06 (Rs. 6.48 crore) total amounting to Rs. 32.61 crore. • NFSM- Inclusion of …. • - coarse cereals for more comprehensive food security • - more districts in NFSM • (Wheat-9 districts, Rabi Pulses-11, Rice- 4, Kharif Pulses-5) Thanks
