Objective • To describe the changes on the LPF standards for:Connecticut, Southeast NE, Boston and Vermont for the year 2006. • To report the findings of the LPF audit conducted by the ISO for the year 2004-2005 and; • To report Participants’ future reactive targets based on the 2006 LPF standards.

  3. Review of Load Power Factor Correction Program • Ten LPF areas are defined based on • Reactive characteristics and performance. • Current Interfaces • TO boundary • Areas review on an annual basis by VTF. • Each Area is assessed individually to assess its own reactive needs. • Voltage Reactive Performance (OP-17) • Net Zero MVAR Interchange (OP-17)

Reasons for Updating Minimum / Maximum Allowable LPF Values • Changes in area reactive performance due to transmission changes. • Series reactors • Transformers • Charging • Changes in current reactive values (Qmax, Qmin) for key units. • Changes in area transfers. • Additional static or dynamic reactive compensation.

Annual Load Power Factor Survey • ISO-NE is responsible for • Conducting the annual LPF survey • Evaluating and reporting results • Requesting and obtaining any warranted remedial action plans from Participants • Specific historical hours are selected and actual LPF operation is surveyed on a Participant basis • Evaluation is done by comparing the Participant’s actual LPFs to the corresponding area’s allowable LPFs for the given load levels • The degree of noncompliance by each Participant is quantified in terms of surplus or shortfall of reactive capability

Annual Load Power Factor Survey • Note that two sets of area LPF standards (graphs) must be maintained • One set that is applicable to past year which is being surveyed and assessed • A second set that applies to the next year and is used to determine how much remedial action is needed to meet future LPF standards • Next year’s standards automatically become the past year’s standards
