  3. What are data collection systems? • Surveys • Administrative or other sources • Statistical estimation procedures • Combination of the foregoing methods

  4. Surveys • Collect information from response units • Normally a questionnaire for waste generators/collectors • Total or sample surveys

  5. Administrative sources • Established by an institution • Covers a small part of necessary information • E.g. trade statistics, packaging reports, farm surveys • Useful for the filling of gaps, but not for supplying core data sets

  6. Statistical estimation procedures • Estimation of waste generation by waste factors (e.g. kg per capita) • Determination of waste generation via waste collection or treatment

  7. Data collection systems in other countries • To get an overview of waste data collection systems in other countries • Act as an input for the further development of waste data collection systems in the West Balkans • Representatives from the selected countries will be present at the common workshop for the West Balkans

Methodology • Screening of all EU-15 and 10-NMS • Develop a template and prefill the template for selected countries • Consultation in the countries • Overview of experience • Needs in the West Balkans (reporting obligations) • Overview including advantages and disadvantages for the West Balkans

Selection of countries • Criteria for selection of systems • does the system meet the EU reporting requirements (WSR) • recently transposed to EU legislation • who collects data (waste generators, treatment facilities, public institutions) • role of the Statistical Office versus the EPA • the degree of centralised and decentralised data collection systems • Internet-based reporting
