  4. The purpose of this RFP is to select a vendor that can satisfy the State’s need to develop and implement a new Unity application. It is the intent of the Department of Natural Resources to contract with a single qualified vendor to procure software development, implementation, support, training services and systems support to implement a browser-based, web-enabled UNITY Application to provide accurate and timely access to integrated data covering a number of water resource information subsystems and Water permitting processes. The UNITY application will be used by all employees of the DNR Division of Water, their business partners and the general public. Purpose of the RFP

The Unity application is out of date and needs to be re-written as a result of the Microsoft corporation decision to withdraw support for the Visual Basic 6 Language and the Third Party Controls that the Unity application uses. It is the goal of this project to: Re-develop the application using the latest version of the .NET software development environment, add some new functionality within subsystems, fix longstanding issues, make better use of the screen real estate, update the database from Microsoft SQL 2005 to Microsoft SQL 2012, improve the data security through enhanced role based user security support more system transparency through business partner user accounts and public access to non-sensitive data deliver the application as a web based application, and Include GIS functionality where possible. Attachment C-Indiana Economic Impact Definition of FTE (Full-Time Equivalent) Example: If a Respondent has 5 full time employees and is bidding on its 5th contract, and all contracts get an equal amount of commitment from the employees then each employee commits 20% of his or her time to the new contract: 0.2 x 5 employees= 1 FTE.   10. The Cost Proposal Template is Attachment D: Fixed bid, payment is contingent upon completion and acceptance of deliverables. The evaluation will be based on the cost information related to provision of the proposed new Unity application system, turnover, training, documentation, problem fixes and enhancements. The IDNR is requesting all options be priced separately for our review. The IDNR may elect to award a one or more options based on what is in the best interest of the State. If none of the options are elected at this time, we ask the vendor to hold these prices available if awarded this contract for future consideration and implementation. The Cost Proposal must be submitted in the original Excel format. Any attempt to manipulate the format of the Cost Proposal document, attach caveats to pricing, or submit pricing that deviates from the current format will put your cost score at risk. The baseline for this project is $2,186,000.00 over the life of the contract. Cost Proposal(Attachment D)

  16. INDIANA ECONOMIC IMPACT FORM (ATTACHMENT C)The State defines FTE as a measurement of an employee's productivity on a specific project or contract. One (1) FTE equals one (1) Indiana resident employee fully engaged in the execution of activities or services germane to the scope of work included in this solicitation and the resulting contract; forty (40) hours a week, fifty-two (52) weeks a year. If there are two (2) employees each spending 1/2 of their working time, 20 hours per week, on a project that would also equal 1.
