Residential Clothes WasherMeasure Overview • Current Category: Proven • Current Status: Active • Current Sunset Date: November 30, 2013 • Reason for Update/Review: Sunset date approaching due to Energy Star update slated for late 2013 but delayed until March of 2015 • Baseline Type: Current Practice

  3. Staff Highlighted Areas • Minimal updates required: • This measure underwent significant review and updating as part of last year’s effort to bring it from “Under Review” to “Active” • Only reason measure was given short sunset date was due to upcoming Energy Star update. • Efficiency tiers for UES measure definitions: • Washington “WashWise” efficiency tiers removed due to WashWise program ending in December 2012. • Current efficiency tiers considered: any Energy Star, CEE Tier 3 or better, Energy Star Top 10% or better • Seeking RTF guidance on whether these tiers address region’s programmatic needs.

Summary of Updates • Ported UES measure analysis into latest ProCost template • Updated list of clothes washers available in the market using current extract from the California Energy Commission (CEC) appliance database • Updated parameters using 2011 RBSA where possible: • Fuel type distribution for DHW, dryers • Updated water costs using 2012 American Water Works Assoc. (AWWA) data • Removed WashWise tiers due to program ending • Added detergent cost savings NEB (included in commercial clothes washer UES but missing from residential UES)

  6. Measure Analysis and Inputs Details • Go to the following sections in the Summary tab in the proposed measure workbook: • Constant Parameters • Energy Savings Estimation Method, Parameters and Data Sources • Measure Incremental Costs and Benefits • Measure Lifetime

  7. Summary of Changes • Energy Savings • Increased (1-15%, avg. 6%) as a result of more efficient machine stock. • Incremental costs • Increased (~6%) as a result of updating CEC stock. • Life • No change. • TRC Cost-Effectiveness • All measures remain cost-effective (even without detergent savings NEB) • Go to the Presentation tab in the proposed measure workbook for graphs of existing vs. proposed savings and TRC.

  8. Staff Proposal • Approve the updates to the residential clothes washer UES measure; • Set the measure status to “Active”; • Change the sunset date to February 31, 2015; and • Leave current efficiency tiers unchanged unless members of the RTF express interest in additional tiers.

  9. Remaining Issues for RTF Discussion • UES efficiency tier definitions • Any need from utilities for edits or additions to the current efficiency tiers? • Example change: • Add a “CEE Tier 2 or better” tier • A note on adding tiers: • Pros – allows programs to target varying levels of savings • Cons – additional administrative burden to utilities and RTF staff, particularly if tiers are not used
