Creating a New Policy Step 1: Champion(s) and Issues • What is the main issue on your campus regarding smoking? • Current policy not working? • Exposure to Secondhand smoke on-campus • Litter on campus • Who is the policy’s champion(s)? • Someone who wants the campus to be smoke/tobacco free • Can voice support via: op-eds, testimony, letters to the president • Enlisting the help of local partners.

Creating a New Policy Step 2: Presentation of Concerns to Administration • Multiple ways this can be done: • Letter to the President/Administration • Email • Formal presentation • Meeting • The aim is to present campus concerns to the administration and request a formal review of the policy. • The goal is to have a formal policy workgroup appointed by the president.

Creating a New Policy Step 3: Formation of a Policy Workgroup • Broad representation of campus constituencies. • Student rep from senate or SHAC • Staff • Faculty • Student Affairs • Facilities Management • Campus Security • Administration • Charged with information gathering and making recommendations. Not final decision.

Creating a New Policy Step 4: Gathering Information • Use multiple methods for gathering qualitative and quantitative information. • Existing data on student tobacco use (ACHA, CORE, CSHS) • Conduct a campus opinion survey on tobacco policies • Conduct campus environmental assessment • Conduct focus groups • Hold open campus forums • Talk with other campuses

  8. Creating a New Policy Step 5: Presenting & Communicating Information • Present information to campus administration • Post all workgroup findings on a campus website for campus community to review Step 6: Final Policy Decision • Change or No Change?

Remember: This guide outlines recommended steps and components for the successful creation and implementation of a smoke-free or tobacco-free campus policy. The recommendations laid out in this guide may not fit all schools.
