  3. Zambia at a Glance Location: Zambia is a landlinked Sub-Saharan country sharing boundaries with 8 countries. It lies between 8 and 18 south latitudes and longitudes 22 and 34 east. Land Size: Zambia has a total surface area of 752,614 square kilometers. Population: As at 2017, the population stood at 16,405,229 GDP: As of 2016, the gross domestic product at current prices stood at US$20,960 Million As of 2016, the per capita gross domestic product stood at US$1,315.8 Million Source: Central Statistical Office: Zambia in figures 2018

Introduction • Zambia’s Constitution, in the National Values and Principles, calls for Sustainable Development • The President of the Republic is required to report, once year, on the actions Government has taken to implement the National Values and Principles • “It is, therefore, imperative that as a nation, we respond to the existential threat of climate change by improving the management of our natural resources. Government has been implementing climate change adaptation and mitigation measures”(15th March 2019: Presidential Speech to Parliament) • Climate Action cannot be separated from Sustainable Development Agenda

Features of the 7NDP: Approach • 7NDP departs from Sectoral Approach to an Integrated Multi-Sectoral Approach • Identifies national development strategic areas (Pillars) which all sectors can focus on; and • Triggers development of mutually supporting interventions by multiple sectors with a strategic objective in mind (Ensures Vertical and Horizontal Policy Coherence)

Features of the 7NDP: Strategic Objectives Overall Objective • Create a diversified and resilient economy for sustained growth and socio-economic transformation driven by Agriculture, Mining and tourism Strategic Objectives • To diversify the economy and create employment opportunities • To reduce poverty and vulnerability • To reduce developmental inequality • To enhance human development • To create a conducive environment for a diversified & inclusive economy

Features of the 7NDP: Pillars • 7NDP identifies 5 Strategic Development Areas or Pillars: • Economic Diversification and Job Creation • Poverty and Vulnerability Reduction • Reducing Developmental Inequalities • Enhancing Human Development • Creating a conducive governance environment for diversified and inclusive growth

Mainstreaming of SDGs and Other Global Agenda’s (Paris Agreement) into 7NDP • Localisation of the Sustainable Development Goals (SDGs) and other Global initiatives such as the Paris Agreement, AU Agenda 2063, Istanbul Programme of Action, Sendai Framework for Disaster Risk Reduction, Climate Change and so on into the 7NDP • UN developed tools that were used in localising the SDGs and integrating the development outcomes of the 7NDP

Mainstreaming of SDGs & Other Global Agendas into the Plan • Conducted the Rapid Integrated Assessment (RIA) as the methodology for mainstreaming SDGs and other Global Agendas into the 7NDP • To assess the degree ofalignment of the Volume 1 of 7NDP with the SDG targets, and gaps thereof were incorporated in Volume 2 – Implementation Plan • Specifically it allowed for identifying: • Linkages across the sectors – inter-sectoral linkages • Relevant indicators • Landscape of entities/institutions with responsibility/contribution on specific pillars of the 7NDP and SDGs

Assessment Criteria used Rapid Integrated Assessment • Aligned: There is a development outcome/strategy in the national planning document that corresponds to an SDG target, not only in text, but also in scope and ambition. It has defined indicators to measure their progress • Partially Aligned: There is a development outcome/strategy in the national planning document that corresponds to an SDG target, but not completely in either scope or ambition, or there are no indicators to measure their progress. • Not aligned: There is no development outcome/strategy in the national planning document that corresponds to an SDG target

Key Findings – RIA I Number of SDG Targets covered in the Plan • 52 % of SDG targets are fully aligned to 7NDP: There is a development outcome/strategy in the national planning document that corresponds to the SDG target, not only in text, but also in scope and ambition. It has defined indicators to measure its progress • 15% of SDG targets are partially aligned to the 7NDP: There is a development outcome/strategy in the national planning document that corresponds to the SDG target, but not completely in either scope or ambition, or there are no indicators to measure their progress • 33 % of SDG targets are not aligned to the 7NDP: There is no equivalent development outcome/strategy in the national planning document to the SDG target in question. • Most of the indicators are not diversified (disaggregated by e.g. by sex, rural/urban as appropriate

Measures Taken in Developing 7NDP Volume II (Implementation Plan) • Although we had attempted to mainstream climate change in the 7NDP Volume I, Climate Change and Disaster Risk Reduction become a dedicated Development Outcome of the Plan under Volume II • Ensured that most of the indicators are disaggregated by e.g. by sex, rural/urban as appropriate • Appropriate institutional arrangements for the Plan (7NDP)have been made to take care of both SDGs and Climate Change Action

  13. Findings – RIA I Vs. RIA II 86% Alignment • Most of the gaps identified in Phase 1 of the RIA were incorporated into the Volume 2 – Implementation Plan.

Alignment of SDGs with Economic Diversification & Job Creation A Diversified and Export Oriented Agriculture Sector A Diversified and Export Oriented Mining Sector A Diversified Tourism Sector Improved Energy Production and Distribution for Sustainable Development Improve Access to Domestic, Regional and International Markets

Alignment of SDGs with Economic Diversification & Job Creation Improved Transport Systems and Infrastructure Improved Water Resources Development Enhanced Information and Communication Technology Enhanced Decent Job Opportunities in the Economy Enhanced Research and Development Note: Based on the works done so far, greater than 80 percent of SDGs have been mainstreamed so far in Pillar 1

Other Issues • The Auditor General’s Office conducted an Audit on Zambia’s level of preparedness to implement the SDGs with a special focus on Climate Change • Zambia is currently working on a tool for screening policy instruments to determine the gaps in climate change mainstreaming in policies, strategies and Plans
