  2. World Bank Development Grant Facility (DGF) 2004-2008 In 2004, APQN became the first network to receive a 3-year World Bank Development Grant Facility (DGF) to strengthen its institutional capacity and the technical capacity of its member organizations.

  3. Global Initiative for Quality Assurance Capacity (GIQAC): 2008-2010 a partnership between World Bank and UNESCO launched in March 2008 to support capacity building in quality assurance of higher education in developing countries and countries in transition.

  4. GIQAC PROJECTS 2008-2009 • APQN Website: expansion/maintenance and database development • Internship and cross-regional staff exchange program • Training materials and resource package • Chinese translation project

  5. Activities supported by GIQAC Year 1 and Year 2: I. Expansion, development and maintenance of the APQN Website to achieve better electronic communication and information- sharing

  6. APQN Website expansion, development and maintenance • Moderated discussion forum (cooperation with IIEP) • Database of consultants • APQN Website development

  7. II. Creation of a database of consultants to provide advice on matters of interest to quality assurance agencies – project done in collaboration with INQAAHE • Database went live in January 2010.

  8. Project completed with 70 consultants from all over the world listed on the database. ANQAHE has expressed interest in joining and sign a MOA with APQN.

  9. Moderated Online Discussion Forum and IIEP Distance Education Project III. IIEP Project for the following countries has been launched: Azerbaijan, Kazakhstan, Russia, Turkey, Uzbekistan and possibly Georgia or a total of 6 or 7 teams with 29-34 participants from the APQN region.

  10. Moderated online discussion forum • First (2008): Internal Quality Assurance • Second (2009): Writing Accreditation/Evaluation/Audit Reports • Third (2010): Best Practice on External Quality Assurance

  11. IV. Internship and Cross-Regional Exchange Program (2008-2009) Nine participants from 5 countries • Cambodia • Vietnam • Bangladesh • Mongolia • Indonesia

  12. V. Training Materials and Resource Package • In 2008, GIQAC funded a project aimed at developing a comprehensive electronic training kit for reviewers/assessors or accreditors. • As of August 2009, the first draft of the Training Materials Package had been completed. • Training Workshop implemented in October 2010.

  13. VI. Liaison and Communication among APQN members and regional networks – project completed as of April 30, 2010

Evaluation review of the APQN(Bateman & Bateman, 2008) “The APQN has demonstrated that it has delivered capacity building outcomes across the region within many of the countries/territories that have less developed QA systems. However, the task is not complete and recommendations are framed with view of further developments and reaching out to all nations within the region.”
