  3. Operations Background: • Some of the developmental programmes under construction are the following: • Emerging Contractor Development, • Management and Appointment of Professional Service provider, • Built environment/ Sector transformation, • National Youth Service

Programmes: Masakhe Emerging Contractor Development Programme (ECDP): What is Masakhe ECDP? • A development tool that uses basic business techniques and philosophies to help small emerging contractors to manage their contracting enterprises, enabling them to grow into efficient and self-sustainable businesses. • Creating a conducive protected environment for emerging contractors • Driving targeted procurement • Facilitating for skills development and capacity building • The current composition of the programme is as follows:

Masakhe ECDP: Approach • Procurement leverage • Broad Base Economic Empowerment enhancement • Emerging contractor participation • Enforcement of Expanded Public Works Programme principles • Interlink support mechanisms • Training and mentoring • Financial support • Monitoring and Evaluation • Skills and capacity appreciation • Business management • Contractor grading • The procurement targets are as following: • Women: 40% • PPG: 35% • Youth: 20% • Other: 5%

Masakhe ECDP: Fixed Rate Period Contract • Definition: The Fixed Rate Period Contract (FRPC) is a special programme aimed at the increased utilisation of targeted groups in the procurement of construction services to deal with urgent/ emergency Repairs and Maintenance Projects as well as Fast tracked Capital Projects, under the value of R1M. • The current FRPC database has 132 Contractors: • North Coast Region: 30 • Southern Region: 30 • Middlands Region: 30 • Ethekwini Region: 42 • TOTAL: 132 • 90 out of 132 Youth Contractors benefited.

Masakhe ECDP: Mentorship Background: • Mentorship is the Department initiative/ intervention to provide support to emerging contractors under Masakhe ECDP. • Project Management • Technical • Financial/Business Management Youth Participation: • The mentorship policy was developed and adopted and the database has 16 Mentors. • Four (4) of the mentors are youth

  8. Training of youth contractors • 650 out of 1053 youth contractors trained on non-accredited training during 08/09 • 30 out of 50 contractors were trained on accredited training through SEDA (NQF 2)

  9. Professional Service Provider (PSP) • The establishment of a roster system for the procurement of Professional Service Providers for appointments up to R1,500,000.00 including Value-Added Tax, which will address the Policy Strategies and Reform Processes issued by the National Treasury and adopted by the KwaZulu-Natal Department of Public Works Policy Development and Control Division

PSP Objectives: • To ensure the database of qualified Professional Service Providers is up to date • To simplify, automate and standardise the procurement procedures • To ensure consistent, fair, equitable, transparent and cost effective procurement procedures • To align with KwaZulu-Natal BBBEE Strategies • To facilitate short time frames in the tendering process • To increase the utilisation of targeted groups

Background of the nys programme • The NYSP is a government initiative to engage young South Africans in community service activities in order to strengthen service delivery, promote nation –building, foster social cohesion. • The NYSP also assist youth to gain occupational skills necessary to access sustainable livelihood opportunities. • The KZN Dept of Public Works started to implement the Programme in 2007 and has already engaged 328 young people in the programme.

Achievements of the NYSP • 168 young people have completed NQF level 3 Skills Programme on Construction Masonry • 60 more learners are currently undergoing classroom training on Masonry – NQF level 3 • Another group of 60 learners are also being trained on Capentry at NQF level 3 • 40 Youth Contractors are on the Construction Contracting Learnership at NQF level 2
