  3. BACKGROUND • Proliferation of Simulated Gambling Establishments elsewhere in Florida • Commissioner Ted Edwards’ 06/28/11 Report to BCC Requested an Ordinance Calling for Voter Referendum to Amend Charter regarding Simulated Gambling and Gambling • 09/27/11 Draft Ordinance in Agenda Packet

CHARTER AMENDMENT PROPOSAL • Amends Section 704 of Orange County Charter, entitled “Conflict of County Ordinance with Municipal Ordinances,” subject to Voter Referendum • Amendment to Sec. 704 • County ordinances would be effective within municipal ordinances to extent County sets stricter minimum standards for prohibiting or regulating simulating gambling or gambling.
