  5. Projects vary in size from $1 M to $105 M Total value of Program since 1998 is over $1.0 B Utilized both low price and best value selections 11 contracts at estimated $600 M have been/will be procured in 2014-2018. Design-Build History MD 216 Relocated

US 219 – I-68 to Old Salisbury Road • Purpose – Respond to planned economic development and complete portion of Appalachian Development Highway System. • Why DB was chosen – To meet accelerated schedule. • Contract Method – Lump Sum • Fixed Scope • Best Value Selection • Usage of Incentives/Adjustments (5% of the contract value) • Early Completion • Environmental Reduction and Mitigation • Price Adjustments

I-270 Innovative Congestion Management • Purpose – Move the most traffic the furthest and the fastest – safely while minimizing operations & maintenance costs and being adaptable for the future • Why DB was chosen – Maximize innovation in developing solutions. • Contract Method – Progressive Design-Build • Fixed Price - $100 M • Best Value Selection

Streamlined Design-Build • Contract Method – Unit Price • Low bid selection / Multi-Step Sealed Bidding • Contract will identify scope of work / items of work • Bidder will bid on major items • Items for Mobilization and Engineer’s Office will be provided • Additional LS Design-Build item to cover design and incidental items needed for construction • Potential Projects • I-270 Noise Barriers • NPDES Stormwater Management Remediation

Maximize the project elements to improve corridor traffic operations and safety while being compatible with future planned corridor improvements Minimize inconvenience to the community and the traveling public Minimize overall impacts (utilities, environmental resources) and provide proactive coordination. Fixed Price / Best Design Contract (+/- $80 M) The selected Proposer will submit the proposal that best meets and / or exceeds the Project Goals at the fixed budget Price proposals must be for the exact amount stipulated in the RFP.   16. Maryland’s Congestion Challenge • Congestion limits economic growth and diminishes the quality of life • 2nd longest commuting times in nation • 98% of weekday congestion in Baltimore/Washington region • $2.05B annual cost of congestion

  17. Maryland’s Congestion Challenge • The National Capital Region is the most congested region in the nation based on annual delay and congestion per auto commuter. • I-270, I-495, and MD 295 are among the most congested corridors in Maryland

  18. Maryland’s Congestion Challenge Daily: I-495 carries more than 240,000 people and is congested 10 hours per day I-270 carries more than 260,000 people and is congested 7 hours per day MD 295 carries more than 120,000 people and is congested 7 hours per day
