  1. SALIENT PROVISIONS OF THE MOA/MOU MOA between DepED and COMELEC The MOA provides for the following: To protect and promote the welfare of teachers, principals, supervisors, superintendent and other employees of DepEd who will serve during the May 13, 2013 automated National and Local Elections, COMELEC will pay the following:

  2. For public school teachers who will serve as chairmen or members of the BEI: THREE THOUSAND PESOS (Php3,000.00) as honorarium for serving as BEI chairmen and members; FIVE HUNDRED PESOS (Php500.00) – for the final testing and sealing of the PCOS machines;

  3. FIVE HUNDRED PESOS (Php500.00) – one-time transportation allowance. For public school teachers, principals or supervisors who will serve as Supervisors for ten (10) clustered precincts or fraction thereof- THREE THOUSAND PESOS (Php3,000. 00) per person

  4. For those who will act as support staff of the said Supervisors mentioned in the preceding paragraph ONE THOUSAND FIVE HUNDRED PESOS (Php1,500.00) per member of the support staff; For supervisors or superintendents who will serve as members of the City or Municipal, District Provincial or Regional Board of Canvassers FIVE THOUSAND PESOS (Php5,000.00) per member.

  5. COMELEC shall allocate and provide the amount of THIRTY MILLION PESOS (P30,000,000.00) for election-related death or injuries that may be sustained by DepEd employees in the performance of election duties; provided that in case of death while in the performance of election duties, the heirs of the deceased official/employee shall be given the amount of TWO HUNDRED THOUSAND PESOS (Php 200,000.00)

  6. MOU between DepED, PNP & AFP The MOU provides for the following obligations Obligations of DepEd 1.To provide the PNP and AFP a complete set of directory/contact information of all regional and division offices of the Department of Education 2.To coordinate with PNP and AFP National Headquarters and Provincial Headquarters to closely work with the various DepEd Regional Offices and Division Offices.

  7. 3.To identify polling centers where immediate PNP and AFP assistance shall be needed. 4.To provide adequate administrative and clerical support to PNP and AFP personnel who will respond to security and peace and order problems.

  8. Obligations of AFP and PNP 1.To provide security and order in the polling places nationwide. 2.To faithfully observe COMELEC Resolution No. 9570 and 9571, which provides for the specific duties of the AFP and PNP relative to the conduct of elections

  9. MOU between DepED and IBP The purpose of this MOA is to put in its proper perspective the commitment of the IBP to the DepEd on the free legal assistance to the public school teachers, subject to IBP’s existing legal aid guidelines and policies to qualified public school teachers, who will again serve as chairmen and members of the different BEI, and who will be facing legal suits in the performance of their election-related duties; as well as to provide the procedures on how such free legal assistance could be immediately availed of, and the same rendered effectively and efficiently so as to uplift the welfare and morale of the affected public school teachers.

  10. MOU between DepED and PAO The PAO shall provide Public Attorneys and staff who will be on duty on election day to render immediate legal services to any public school teacher and/or BEI member who is charged with a complaint or is in need of legal assistance in connection with the performance of their election duty;

  11. In addition, DepED, COMELEC and PAO, shall set-up a system whereby smooth communication between public school teachers and/or BEI members who are in need of legal assistance are immediately attended to and/or informed of the availability of free legal assistance of the PAO during election day;
