  3. In the news… • NCAA’s Miami investigation of “impermissible text messages and telephone calls to PSA’s” • RULE: No texting until THE DAY AFTER the PSA signs an NLI.

In the news… • At the recommendation of the American Football Coaches Association (AFCA), the Division I and Division II Committees on Infractions have agreed to support the imposition of enhanced penalties by the enforcement staff, including game suspensions of coaches, for some specified secondary violations of NCAA football recruiting legislation.  The AFCA identified numerous types of violations that should result in enhanced penalties, including, but not limited to:  Communication violations (e.g., phone call and text message violations); impermissible contacts/evaluations; impermissible recruiters; provision of benefits to individuals associated with prospects; exceeding coaching staff limitations; and use of impermissible recruiting aids and game-day simulations.  As a result, penalties for football recruiting violations could now result in significant recruiting restrictions, as well as suspension of coaching-related activities for one or more contests, among other penalties.  The enforcement staff already provides such enhanced penalties for some Division I men's basketball recruiting violations, as approved by the Division I Board of Directors last October.

  5. Official & Unofficial Visits • Tips for a smooth visit: • 5 days prior. • Test scores, transcripts, 5 visit letter, itinerary • 48 hours – deadline. • Ask for the PSA’s NCAA ID # up front. Write down. • Put the host name on the itinerary. Meet with Kevin. • Need meal coupons? Write down when they are used. Give back unused! • Any comp tickets? Give us a copy.

  6. Official & Unofficial Visits • Reminder • At the completion of the 48 hour visit, the PSA must depart campus immediately, otherwise we cannot pay for expenses incurred by the PSA, including the cost of their transportation home.

Official & Unofficial Visits • After the visit: • Final visit record - ACCURACEY-signatures • Host receipt form - signatures • PSA receipt form - signatures • Copies of meal/entertainment receipts • www.villanova.com/forms • Weekly reminders about overdue paperwork. • Let us know if the visit was canceled – why? • Weather, PSA canceled, dead period, etc.

  8. Practice Logs • State exact time of practice • 2-4 pm practice, 4-5 weights • Hand in log WITHOUT athlete signature • Give student-athlete signee name to Kevin • Reminder- Last practice day for out-of-season sports is Friday December 3rd, one week before the start of finals!

New Legislation • Unofficial Visits • A PSA who has signed an NLI is permitted to make an unofficial visit to campus during a dead period. • Media Guides • You cannot provide a printed media guide or any other athletics publication in 13.4.1.1 to a PSA, parent, coach. • Recruiting Presentations • An institution may produce video or audio material to show to, play for or give to a PSA, provided it is general information related to an institution or its athletics programs and is not created for recruiting purposes, further, to specify that a computer generated recruiting presentation may include general informational video/audio material that relates to an institution or its athletics programs and is not created for recruiting purposes.

  11. Questions & Interpretations • What can I do with old uniforms? (May 11, 1990) • To be able to give old apparel items (warm-ups, uniforms) to student-athletes prior to the end of their college participation, the items must not be reusable (normal wear through practice/competition from team members in prior seasons). At the discretion of the institution, the apparel may be considered property of the S/A and may not be sold by the S/A. • 16.11.1.6- A S/A may retain athletics apparel items (not equipment) at the end of the individual’s intercollegiate participation.

Questions & Interpretations • PSA Observing Practice & Meetings (July 15, 2010) • A PSA is permitted to observe practices and meetings until the date on which he or she has signed a NLI, a written offer of admission or financial aid or has made a financial deposit with the institution. After that date, the PSA is permitted to observe the institution’s practices and meetings only in the same manner as the general public.

  13. Questions & Interpretations • What can I do with a PSA during a game? 13.6.7.2 • PSA’s can be on the sideline during pregame. • Once the game/meet starts, they must be in the general seating area until the end of the game, including halftime.

Eligibility Center Updates • Fee Increase • $65 for domestic PSA • $95 for international PSA • Disclosure Report/Banned Drug List/Eligibility Standards • When a PSA registers with the EC he/she will be assigned a task with links to the Banned Drug List and Initial Eligibility Standards. • When a PSA is activated to an IRL, the PSA will be assigned a second task with links to the info in the NCAA Disclosure Report (GSR, APR, etc) • Once these have been reviewed make sure they mark these tasks as “complete”. Open tasks delay the certification process.

  16. Eligibility Center Updates • Non-Traditional Courses (14.3.1.2.2 – August 1, 2010) • What is an appropriate program? ( May 11, 2010) • Offers courses that are 4-year college prep. • Requires regular & ongoing student/teacher interaction. • Includes actual instruction – feedback, conversations, questions between teacher/student • Has certified/qualified teachers • Uses a combination of assessments – quizzes, tests, papers, required chats or virtual classroom participation • Requires students to complete the course • Meets the high school policy – is the course accepted (and for whom), how it is placed on the transcript and how is credit given? • Uses security measures to verify student’s identity • If it uses proctors- there should be a process to selecting proctors and a means to ensure they are qualified and perform their duties
