Recent GPG Changes • Project Summary now requires PIs to clearly address, in separate statements, both NSF Merit Review Criteria • 1 page limitation remains • Merit Review Criteria include: Intellectual merit & Broader impacts of the proposed activity • Project Description has been revised to: • reiterate that broader impacts must be addressed in the Project Description and described as an integral part of the narrative • provide examples illustrating broader impacts • http://www.nsf.gov/pubs/2002/nsf022/bicexamples.pdf

GPG Changes (Continued) • Enhanced FastLane capability for submission of “single-copy” documents • Revised budgets must now be electronically signed by the AOR • Simplified procedure established for submission of proposal withdrawal requests • All Postaward notifications and requests must now be submitted electronically via FastLane • New capability added for PI Transfer, PI Change and Postaward subaward requests

GC-1 Update • Awardee Responsibilities and Federal Requirements • updated to reflect that awards letters are available electronically via FastLane • Prior Approval Requirements • supplemented to show that a change in the amount of cost sharing reflected on Line M is considered a significant project change and requires written prior approval for an NSF Grants Officer

  7. GC-1 Update (Continued) • Consultant Services • identifies that the prior archived rates also are available • Participant Support Costs • incorporates the Grant Policy Manual definition of participant support costs into the Terms and Conditions • clarifies that awardees must account for these costs separately

GC-1 Update (Continued) • Significant Project Changes • revised to state that post-award requests to transfer a significant part of the research or substantive efforts must be submitted electronically via FastLane • Separate budgets signed by the AOR of the subawardee organization no longer need to be submitted

  9. GC-1 Update (Continued) • Cost-Sharing and Cost-Sharing Records • clarified to show that if the cost-sharing amount reflected on Line M of the cumulative award budget is $500,000 or more, it must be certified by the AOR and reported to the NSF program officer • Animal Welfare • supplemented with language stating that awardees must immediately notify the NSF Grants Officer if their multi-year Assurance is cancelled or lapses

  10. Status of Update • Anticipated release date: Summer, 2002

PI Transfers • Completely electronic • Preparation initiated and forwarded by original organization • Electronically signed at submission only – by new organization • Proposal number assigned at submission • System will not permit submission if most recent FCTR has not been received • Tracking in NSF Systems similar to Proposals • PI address update
