Constitutional Provisions • Articles 14 & 15 - Equality • Article 38(1) – The State shall strive to promote the welfare of the people • Article 39(a) – Men and Women equally, have the right to an adequate means of livelihood • Article 41 – The State shall, within the limits of its economic capacity and development, make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.

  6. MAHILA SHAKTHI KENDRA SCHEME Components of the Scheme: State Resource Centre For Women (SRCW) is functioning under the Department of Women and Child Development (DWCD) since 2013. Mission activities are being executed such as: (a) Workshop on Sexual Harassment at Workplace (Prevention, Prohibition, Redressal) Act, 2013. (b) Innovative Project – Puducherry Girls Lead Girls. (c) Training and capacity building to field level functionaries on various schemes for women. (d) Research Study – A Gifted Girl child Activities proposed • State Level Convention of NGOs to discuss Women issues • Training for Women Self Help Groups on Political and Economic Empowerment

Safety and Security of WOMENNirbhaya fund • K-model - Anganwadi Worker, Beat Police Officer, Counselor of the Family Counseling Centre, SHG member, NGO - Network of these five persons for each area to take care of the problems of Women and Children in need and distress/difficulties • Pink taxi –autos • NAAM-NirbhayaAbhayalayam - Accommodation for short duration for single women travelers on payment basis and to provide shelter to women/girls out of their homes on account of disturbances in the family

Eligibility Criteria • can be any student above 16 years of age • Should be enrolled in and regularly attending school or college. • She/he must have secured minimum of 50% marks or equivalent grade in the annual examination/school leaving certificate. • Excellent oral, written, and presentation skills. • Should have demonstrated leadership qualities • Excellent understanding of the socio-cultural issues and prevailing gender norms and practices

Gender Budgeting • To promote Gender mainstreaming and Gender equality • It covers analysing various economic policies from the gender perspective. • Entails maintaining a gender perspective at various stages like programme/ policy formulation, assessment of needs of target groups, review of existing policies and guidelines, allocation of resources, implementation of programmes, impact assessment, reprioritization of resources, etc. • Not confined to Budget alone • Gender Audit of public expenditure

  17. INTEGRATED CHILD DEVELOPMENT SERVICES (ICDS) ICDS (SUPPLEMENTARY NUTRITION PROGRAMME) 1. Supplementary Nutrition provided for 365 days without any interruption, 300 days feeding with GOI & UT contribution (50:50) & 65 days of holiday feeding with 100% funding by UT of Puducherry. 2. Food items supplied by the Self Help Groups (SHG). 3. Hot cooked Meals provided to all category of beneficiaries in the form of Rice Kitchdi : Rice Cooked with green gram dhal, greens & Vegetables – 150 days RagiPuttu : Ragi cooked with green gram dhal, jaggery & coconut – 150 days. Bengal Gram : Boiled Bengal gram for all 300 days. Egg : 1 egg once in a week (52 in a year). Holiday feeding : Take home ration in the form of Micronutrients Fortified Food (65 days) The vendors are paid from the treasury via ECS • Total No. of Anganwadi Centers : 855 (Rural – 508 / Urban – 347)

POSHAN ABHIYAN – National Nutrition Mission (NNM) • Objective : To reduce the level of stunting, under nutrition, anemia and low birth weight babies • Being implemented in Yanam Real Time Monitoring Anganwadi workers have been given Smartphones through which functioning of the Anganwadis and nutrition status of the children can be monitored Real Time

BETI BACHAO BETI PADHAO • BetiBachaoBetiPadhao (BBBP) “To Empower the Girl Child and Enable her Education” • Out of four Districts in the U.T. of Puducherry, 2 Districts have shown declining trend. • Yanam Districts having lowest CSR (921) has been selected under BetiBachaoBetiPadhao (BBBP). • This year State Level Advocacy Programme will be undertaken

LEGAL FRAMEWORK • UNCRPD • Article 41 of Constitution of India • In the Constitution, Article 41 of Directive Principles asks the state to “within the limits of its economic capacity and development,” make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old age, sickness and disablement, and in other cases of undeserved want.”  • National Policy 2006

Rights of Persons with Disabilities Act, 2016 (RPD Act) Responsibilities of the Government • shall formulate schemes and programmes including provision of loans at concessional rates to facilitate employment of persons with disabilities • no discrimination against any person with disability in any matter relating to employment. • shall provide reasonable accommodation and appropriate barrier free and conducive environment to employees with disability. • no promotion shall be denied to a person merely on the ground of disability. • shall not dispense with or reduce in rank, an employee who acquires a disability during his or her service.

RPD Act (Contd.) • may frame policies for posting and transfer of employees with disabilities. • shall appoint a Grievance Redressal Officer. • shall reserve 4% of the total number of vacancies for disabled persons (a) blindness and low vision – 1% (b) deaf and hard of hearing – 1% (c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy – 1% (d) Autism, intellectual disability, specific learning disability and mental illness (e) Multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness in the posts identified for each disabilities. – 1%
