  2. Impressment – forcing people to serve in the navy. • Britain – in dire need of sailors, Britain used an active policy of impressment, specifically targeting American ships. • France – angry that the U.S. is trading with Britain, attacks American ships on sight.

  3. Embargo – prohibits (forbids / outlaws) trade with another country. • Embargo Act of 1807 – stopped both imports and exports to all foreign countries. Impact: Hurt New England states, did nothing to England or France.

  4. James Madison – (Dem. – Rep.) became President in 1809. • Native Americans – angry at settlers for taking land promised to them in the Northwest Territory, they began an armed rebellion against the U.S. • War Hawks – members of Congress who demanded war against England.
