Background of enactment of the Basic Act on Ocean Policy Basic Data on related elements of Japan ○Export & import cargo’s reliance on maritime transport over 99% ○Gross fish catches 5.76 million tons (in FY 2005, world’s 5th-largest) ○Possible maximum damage by anticipated earthquakes (Tokai, Tonankai & Nankai) death toll : 25 thousand economic damage: 705 billion dollars ○Typhoon number: 27 / year death & missing toll: 179 (FY 2004) ○Number of wrecked vessels carrying the Japanese flag 4,895(FY 2006) ○Land Area 380 thousand km2 (World’s 60th-largest) ○ Area of territorial sea and EEZ 4.47 million km2 (World’s 6th-largest) ~ 12 times as large as land area ○Number of remote islands 6,847 islands ○Length of Coastal Line 35 thousand km (World’s 6th-longest)

Need to establish executive structure and to promote comprehensive and integrated approach to the ocean issues Basic Act on Ocean Policy Promulgated : 27 April, 2007 Enacted : 20 July, 2007

Structure to execute the Act The State ○ Appointment of the Minister for Ocean Policy ○ Promoting measures based on the Basic Plan on Ocean Policy (Prescribing the basic policy of the measures with regard to the oceans, and the measures that the government shall implement with regard to the oceans comprehensively and systematically, etc. Being reviewed almost every five years) : Formulating and implementing the measures that suit the natural and social conditions Local Governments Conduct their business pursuant to the basic principles and cooperation with the State and the Local Governments Business Operators : Citizens : Recognizing the benefit of the oceans and cooperating with the State and the Local Governments

Outline of the Basic Plan on Ocean Policy ○Planning period:Five years○3 Objectives:1.Taking the lead in challenging universal issueswith regard to the oceans2.Laying the foundation for sustainable use of the plentiful ocean resources and the ocean space3.Contributing to the realization of safety and security in the lives of citizenry Approved in a cabinet meeting on March 18.

Outline of the Basic Plan on Ocean Policy - Measures in 12 areas ①Promotion of Development and Use of Ocean Resources ・ Enhance measures to preserve and manage living aquatic resources ・ Crack down on illegal fishing ・ Promote survey of mineral resources②Conservation of Marine Environment, etc ・ Clarify concept of Marine Protection Area and promote to designate the Area ・ Improve aquatic environment  ・ Promote measures to deal with debris washed up on the beach③Promotion of Development of Exclusive Economic Zone, etc. ・ Establish the outer limit of continental shelf ・ Formulate plan to develop energy and mineral resources

Outline of the Basic Plan on Ocean Policy - Measures in 12 areas (cont.) ④Securing Maritime Transport ・ Improve competitive conditions in the international shipping market  ・ Nurture and secure Japanese seafarers ・ Develop hub ports⑤Securing the Safety and Security of the Oceans ・ Enact new laws and strengthen the security organizations ・ Secure the safety of maritime traffic ・ Strengthen the response to natural disaster⑥Promotion of Ocean Survey ・ Execute the necessary survey for integrated ocean management ・ Formulate system to manage, provide and archive ocean data

Outline of the Basic Plan on Ocean Policy - Measures in 12 areas (cont.) ⑩Conservation of the Remote Islands, etc ・ Formulate the plan to manage and preserve the islands ・ Promote business at the islands⑪Securing International Coordinationand Promotion of International Cooperation ・ Take part in the formation of international agreements  ・ Take the lead in the formation and development of marine order⑫Enhancement of Citizen’s Understanding of the Oceans and human resource development ・ Enhance school education and social educationabout the oceans ・ Nurture the human resources  ・ Promote events on the Ocean Day
