Social Sector Funding What you told us in the previous sessions: • Community Organisations want to be allowed to solve problems and to contribute to Council priorities • Over specification reduces the sector’s ability to respond • Procurement rather than grants reduces the ability to contribute • Time is needed so that ideas can be developed • Please use local supply chains • The social sector is best placed to address service user need • Please don’t over complicate things

Social Sector Funding: Introduction • £1m Social Sector Investment to support #KnowsleyBetterTogether • Made up of two specific funds; • #KnowsleyBetterTogether Fund £708k • Community Environmental Challenge Fund £292k • The funding will support social sector growth, improve resident outcomes and contribute to the delivery of the Corporate Plan Priorities and Principles

Corporate Plan (2017 -2020) Priorities – What we want to achieve in 2017-2020 • Maximise the Council’s contribution to Education • Maximise the Council’s Contribution to Health and Wellbeing • Provide High Quality and Sustainable Adult Social Care • Accelerate business growth, new jobs and new housing • Create a sustainable borough

Corporate Plan (2017 -2020) (2) Principles – How we want to achieve our aspirations • Be strong community leaders and champion Knowsley • Be a better partner and work co-operatively • Listen to the community • Spend locally, invest locally and recruit locally to build social value • Help people to be more independent, do more for themselves and each other • Prevent problems occurring and stop them getting worse • Look for new ways of working and use alternative delivery models

  7. #KnowsleyBetterTogether Fund £708k Key Themes (Scope) • Education (attendance, attainment & aspiration of young people) £200k • Health & Wellbeing (Mental Health, obesity, domestic abuse) £200k • Adult Social Care (Reduce Social Isolation, Promote Independence including employment and volunteering for people with learning and physical disabilities, Dementia) £200k • Jobs and Growth & Sustainability £100k Prevention Innovation Independence Community Participation Demand Reduction

  8. #KBT Fund – How will this work? • Administered by the Council • Bidding rounds each Sep & March until the money has gone • Primary, Secondary and Tertiary Prevention • Groups & Organisations to decide what they want to do and how much money they are looking for(up to £10,000) • Exclusive to organisations based in or largely operating in Knowsley • Interventions exclusive to Knowsley residents • Application forms to be made available on the Council’s Website

  9. #KBT – Key things to note • The fund is one off. It is not permanent resource and there will be no continuation funding. • We will only fund an idea once (e.g. if funded in year one we will not fund in year two) • Accompanied by match funding, wherever possible • Evaluate (test and learn) new and innovative ideas with this resource so you can influence other commissioners with sustainable funding

Community Environmental Challenge Fund(CECF) Split into two categories: • Five £1,500 grants per ward over three years (75 in total) • One £15,000 grant per township (x4) for three years (12 in total) • Will promote behaviour change, improve standards and reduce demand on Council Services • Agreed by ward/township members and signed off by AED Neighbourhoods in consultation with Cabinet Member • Accompanied by match funding (cash or in kind), where possible

  12. CECF continued • Led and Delivered by Community Groups • Make a difference to the local environment • Commitment to long term maintenance by the group • Several small initiatives can be teamed up together into one application

CECF continuedTypes of Project • Projects that promote sustainable improved environmental behaviour change within communities • Projects that visibly improve the environment within a neighbourhood • Projects which reduce volumes of litter within the community and/or the impact of litter within the community

  14. CECF continuedTypes of Project • Projects that reduce dog-fouling and/or the impact of dog-fouling within the community • Demonstrate environmental sustainability e.g. improved recycling

CECF Technical Guidance • Costs must include any insurance and H&S requirements • Projects must have written permission of land owner including the Council. • Future maintenance arrangements must be agreed by the Council • Applicant must be a constituted group • Applicant must be based in ward/area where the scheme is delivered

  16. CECF Technical Guidance • Groups must be able to demonstrate they have community support – e.g. petition/survey etc. • All planning permissions, building warrants or other legal consents must be in place before any funding is spent

  17. CECF What can the money be spent on? • Equipment costs • Tidy-up and maintenance activities • Promotional material • Reasonable professional fees deemed appropriate by the Council.

  18. CECF What can the money be spent on? • For the major grants scheme this can include capital items such as fencing or other capital works (assuming that the agreement of the asset holder has been obtained) and that all statutory permission (e.g. planning permission) is in place

  19. How to engage with CECF? • Think about appropriate ideas • Involve other local stakeholders • Engage with your elected members and discuss your ideas – They are the community leaders and have control of this programme • Elected members have the guidance, have the submission forms and the elected members submit the forms to the Council • There are no direct bids or applications from community groups or organisations
