BACKGROUND • Electricity Demand Side Management Grant (EDSM Grant). • Integrated National Electrification Programme Grant (INEP Grant). • Both are direct grants and grants-in-kind. • Since the tabling of the 2011 DoR Bill, incorrect allocations have been reflected for different municipalities. • All are due to ‘line slipping’. 22

  3. PROGRESS REGARDING EDSM • Long term planning been put in place, but the period 2011 to 2016 is critical regarding the generation of electricity. • Medium Term Mitigation Plan for Electricity in South Africa. • Focus in medium term on non-Eskom generation and Energy Efficiency projects. • DoRA allocation for electricity savings from retrofitting of public lighting and installations of solar water heaters. • Contracts signed with Municipalities and Eskom in 2010. • R245 m has been transferred to date, from R328.9 m at March 2011. 33

  4. EDSM Grant Re-allocation of EDSM Grant from Mutale Local Municipality to Musina Local Municipality are proposed. 44

  5. EDSM Grant (cont..) Re-allocation of EDSM Grant from Sedibeng District Municipality to Emfuleni Local Municipality are proposed. 55

  6. Integrated National Electrification Programme Grant (INEP Grant) • Re-allocation of INEP Grant from Mookgopong Local Municipality to Modimolle Local Municipality •  The INEP Grant consists of both a direct grant and a grant-in-kind component. Since tabling of the 2011 Division of Revenue Bill it has been ascertained that a direct grant allocation has been incorrectly reflected to Mookgopong Local Municipality (LIM364) instead of Modimolle Local Municipality (LIM365), an adjacent municipality. •  Allocation Schedule in 2011 Bill Amendments: 66
