Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 • Key outcomes • Considerable variations between MS, no consistent relationship between support and HNVF; however, EU-12 MS show a more balanced situation than EU-15 • Great divergence in the implementation of CAP measures: the design of CAP measures is a critical issue • Overall, favourable management of HNVF farmland is insufficiently supported • Scope for improving the targeting of CAP support towards environmental (biodiversity) objectives.

Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 • Further questions for analysis • Separate analysis of specific measures that are designed to maintain HNVF (e.g. AEM, art.68, support to N2000…) • Information on expenditure to be complemented with area coverage of measures • More detailed geographical level of data, to refine the evaluation of CAP measures and HNVF • Farm and field-level analysis, to further investigate the socioeconomic situation and developments of different types of HNVF in different regions of the EU.
