Overview 2010 Language Program • Build on the Success of the 2010 Census • Primary Goal Improve coverage and achieve efficiencies by developing effective methods to meet the language needs of our Nation’s diverse population • Integration with major Census Operations: • Content, census forms design, response processing, communications, telephone among others.

  4. A Decade of Testing • Focus Group/Cognitive Testing • 2005 NCT Bilingual Form • 2007 Bilingual Content Study • 2004 and 2006 Site Tests -- language component • Translation Testing

Language Selection • Data driven decision for language selection • Criteria – “speaks X language at home and does not speak English well or very well” • 5 Primary Languages: Spanish, Chinese, Korean, Vietnamese, and Russian • Primary = Questionnaires and Telephone Assistance • Assistance beyond the Primary Languages • 49 language guides in Census 2000

  6. Bilingual Mailing • Major innovation for 2010. • Mailed to housing units in Spanish Assistance Tracts. • Mailed to about 10 million housing units in about 42 states plus D.C. • Excellent mailback rates. • English questionnaire for Replacement Mailing

  7. Telephone Questionnaire Assistance • Telephone assistance available in 5 primary languages • Spanish line identical to English; live operators for the other 4 • Telephone service: Fulfillment, TQA, interviews.

  8. Fulfillment Fulfillment = Mailing materials to respondents who request them. • Questionnaires in the 5 primary languages • Language Guides • English Questionnaire Switch from coupon system to telephone fulfillment

  9. Language Guides • Single sheet guides • Census 2000 = 49 languages • Helpful in filling out English forms and valuable partnership tools • Available on the 2010 website
