CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability NATIONAL UPDATES • The Minister HET announced the new SETA landscape and CHIETA was re-licensed for 10 year to March 2030, coinciding with the National Development Plan 2030. • CHIETA participated and attended World Skills Competition in Kazan, Russia, where it supported two trades, namely: Electrical Installation and Welding. • CHIETA is also engaging various stakeholder regarding the skills of the future… 4IR

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability STRATEGIC UPDATES • CHIETA MIS scenarios being implemented as per current CHIETA Board mandate, which involves bringing the MIS capability in house. • CHIETA has submitted their draft 2019 SSP update as per delegated mandate from the Governance and Strategy Committee. • CHIETA also attended, with all SETA, a DHET planning meeting on the compilation and structuring of the SETA Strategic plans 2020 -2025 and APP 2020/21 to be submitted shortly to DHET • Minister have instructed SETA’s to start the Nomination process for new Board Members, which intern will trigger Board Committee and Chambers nominations. • The AGSA in their 2018/19 audit raised an irregular expenditure against CHIETA for not obtaining approval to exceed their budget by R 26 million. This resulted in CHIETA obtaining an unqualified opinion with non compliance to PFMA as opposed to clean audit.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability STRATEGIC UPDATES CONTINUED • CHIETA indicated to the AGSA that we do not agree with the finding since we hold the view that the carry over reserves that caused the over expenditure according to the AGSA, was already approved by the Minister HET in the prior financial year and that this SETA normal accounting practices was accepted by the AGSA in all other the previous audit years of CHIETAs existence. • CHIETA also discussed the finding with DHET who concurred with the CHIETA’s view and issued a letter to the AGSA in support. • The AGSA indicated that the DHET letter must be signed by the Minister HET in order for them to consider removing the finding. • The Minister has requested a legal opinion on the matter in order to provide affected SETAs and CHIETA Management feedback.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability NEW CHIETA MANAGEMENT STRUCTURE CHANGES • CHIETA Board has approved a new CHIETA MANAGEMENT structure, to be fully implemented post 31st March 2020 but some functions and roles will be phased in as from 1st October 2019. • ETQA Executive Manager – Jay Moodley moves to a new CHIETA Unit, Corporates Services • GRANTS, STRATEGIC PROJECTS & REGIONS Executive Manager – Thulani Shabalala is deployed on an acting capacity for 6 months, to ETQA. • GRANTS Manager – Ashvir Isseri will act as GRANTS, STRATEGIC PROJECTS & REGIONS Executive Manager for the same period.
