  5. London Vision “London is a magnet for highly skilled people, boasts World class educational institutions and attracts a wealth of business investment. But as we enter a period of economic decline 600,000 Londoners have no qualifications, almost 30% are unemployed and 40% of our children live in poverty. In a City with London’s opportunities, that is not good enough for our citizens, for our employers or for our communities.”

Outcomes Build on London’s success and further improve the outcomes for young people so that by 2013 less than 10% of Londoners have no qualifications Plan for and increase the supply of guaranteed high quality Apprenticeships and Diplomas by 2013 with 20% more apprenticeships in London Develop a pan-London model of impartial information advice and guidance for all learners by 2013 Ensure vulnerable learners have access to wide ranging personalised support by 2013 Provide a smooth and seamless handover of responsibility of 16-19 education from the Learning and Skills Council by September 2010
