  3. Outpost Surveillance System DESCRIPTION: Develop and demonstrate Outpost Surveillance System (OSS) capabilities and concepts (modular surveillance and reconnaissance platforms). OSS is a family of modular, simple, portable systems that can be operated in either a standalone format or integrated with mesh network capability. DELIVERABLES:2 ATV- mounted systems; 2 portable motorized masts; 1 rucksack deployable system; mesh network; 2 tactical operations centers. OPERATIONAL IMPACT: These systems provide enhanced area surveillance and augmented reaction for a far-forward deployed team. REQUIREMENT INITIATOR: 10th Special Forces Group SPONSORS: CTTSO, CONG ADD PERFORMER: STSInternational END USERS: USASOF TRANSITION: Initial prototype systems deployed in AFG for OT&E. Follow-on contract developed Gen 2 systems for 1st SFG. COMMERCIALIZATION: Commercially available.

R3821 – Airborne In-Tunnel Surveillance System • Description: Develop an Airborne In-Tunnel Surveillance System to safely conduct reconnaissance of discovered illicit tunnels and routine inspections of underground municipal infrastructure for evidence of interconnecting tunnel activity. • Specifications: • Self-propelled, non-line-of-sight (NLOS) flight. • Vertical take off and landing. • Collision avoidance. • Autonomous and user-controlled modes. • Auto-navigation and auto-return capability.

R3821 – Airborne In-Tunnel Surveillance System • Specifications cont’d: • NLOS, uninterrupted comms out to 1,000 ft (threshold), 2,000 ft (objective). • NLOS, uninterrupted power for sorties of 30 min (threshold); 60 min (objective). • Communicate geographic coordinates to within 3 ft (threshold); 1 ft (objective). • Supports imaging sensors (threshold), mapping, high resolution imaging, and air sampling(objective). • Illumination out to 10 ft (threshold); 20 ft (objective). • Ruggedized to operate in the following environments: • Ambient and subterranean temperatures of 22o Fto 95o F. • Relative humidity of 20% to 90%. • Secure data transmission and storage. • Simultaneous view of sensor data and system location. • Single person navigation control.

R3823 – Fixed Sight Optical Radar for Tactical Outposts • Description: Develop a Fixed Site Optical Radar Surveillance System with day/night, 360o, long-range scanning capability to protect the Force in Tactical Combat Outposts. • Specifications: • Automated 360o scanning capability (optical radar) for a panoramic view. • EO/IR camera (day/night surveillance), with auto-detection of threats using change detection. • Long-range zoom camera to verify targets. • Laser Pointer: 12K (threshold); 18K (objective). • Laser Range Finder: 12K (threshold); 18K (objective). • Weight: < 30kg (threshold), < 20kg (objective) (without tripod and cables).

R3823 – Fixed Sight Optical Radar for Tactical Outposts • Specifications cont’d: • Narrow Field of View (NFOV): • Detection: Vehicle-18K, Personnel-12K • Recognition: Vehicle-12K, Personnel-6K • Identification: Vehicle-7K, Personnel-3K • Night/IR: • Detection: Vehicle-14K, Personnel-10K • Recognition: Vehicle-9K, Personnel-4K • Identification: Vehicle-4K, Personnel-2K • Wide Field of View (WFOV): • Detection: Vehicle-12K, Personnel-6K • Recognition: Vehicle-5K, Personnel-2K • Identification: Vehicle-2K, Personnel-1K • Differential GPS integrated to system for target position location Information.

R3823 – Fixed Sight Optical Radar for Tactical Outposts • Specifications cont’d: • Data Link: NSA Suite B Mobile Ad Hoc Network (Wave Relay™) (threshold equals objective). • System shall work using commercial video formats (e.g., H.264) and transmit video via the Wave Relay™ NSA Suite B Mobile Ad Hoc Network radio. • System shall interface with open source applications for video display. • Ability to run off portable generator power.

R3826 – Ammonium Nitrate Booster Size • Description: Determine the smallest booster size necessary to reliably detonate bulk Fertilizer Grade Ammonium Nitrate (FGAN) as found in commerce (e.g., as transported in a hopper car or contained in bulk storage). • Specifications: • Compile data on existing AN Booster research and perform gap analysis. • Computer simulation of booster configuration for both complex and simple booster designs. • Shall consider shipping configuration/large diameter. • Shall model to optimal booster size with respect to size, shape, and composition to reliably detonate FGAN. • Shall consider physical characteristics of AN such as moisture, particle size, and temperature.

  11. R3826 – Ammonium Nitrate Booster Size • Specifications cont’d: • Modeling work shall be validated with FGAN detonation tests. • FGAN charge size will be greater than 40 inches in diameter. • Instrumentation will include detonation velocity, blast pressure, and high speed video. • Final full size rail car test will be performed. • All tests shall be coordinated with SME panel.
