Advanced Analytic Capabilities Mission Mission • Identify, prioritize, and execute research and development projects that satisfy interagency requirements to improve sense-making, decision-making, and data management for counterterrorism, counterinsurgency, stabilization/re-construction missions and cyber defense. Focus on the development and integration of analytic tools and associated processes at the tactical and operational levels. Socio-Cultural Assessment from Passive Sensing (S-CAPS) DESCRIPTION: Develop a system that: Automatically generates valid and actionable socio-cultural intelligence from nonverbal social signals collected in situ from local AOs. Supports passive, long duration, unattended collection and data exfiltration in austere or denied AOs. Addresses MOE development and evaluation. DELIVERABLE: Reports and software OPERATIONAL IMPACT: This effort will develop a method and a prototype system that employs passive multi-INT sensing, data fusion algorithms, and socio-cultural models to detect and identify operationally significant socio-cultural actions and attitudes. SPONSOR: CTTSO PERFORMER: Charles River Analytics END USERS: SOCOM (MISO) TRANSITION: Being integrated into SAVANT. COMMERCIALIZATION: Tool is commercially available by the vendor.

R3847 – Social Media Workflow Development • Description: Requirement exists for services to assist members of the Special Operations Forces (SOF) community in establishment of standardized social media analysis tactics, techniques, and procedures. • Specifications: • Assist SOF related user groups such as military information support operations, civil affairs, and other units of action in refining or developing their own workflows according to use case (each user group’s mission specific information requirements). • Assist user groups in identification of technology gaps.

R3847 – Social Media Workflow Development • Specifications cont’d: • Derive requirements from workflows of user groups to assist in identifying appropriate capabilities to fill gaps. • Assess and identify capabilities to fill technology gaps in the context of approved workflows. • Conduct training and curriculum development on open source and social media analysis tradecraft and use of tools to support developed and approved workflows.

R3848 – Baseline of the Operational Environment Tool • Description: A tool is required to rapidly build and/or model the baseline of an operational or tactical environment sufficient to distinguish anomalies and responses to stimulation. • Specifications: A holistic baseline of the operational environment shall be established in order to detect changes or responses to stimuli that can identify hidden adversaries. This must often be done within a very short timeframe and shall include but is not limited to the following domains: • Geospatial • Cultural • Communications • Cyber • Technology

  8. R3848 – Baseline of the Operational Environment Tool • Specifications cont’d: This is a 12-18 month effort. The final product shall be user friendly to military planning staffs and able to integrate into existing planning processes in limited/low bandwidth environments.

R000 AAC FY15 Unspecified Requirement • The government seeks concepts pertaining to two focus areas: • Advanced analytic platforms, tools, and training for integrated solutions that fuse a variety of data sources, tools, and models (including socio-cultural dynamic models) into advanced counterinsurgency and domestic combating terrorism analytical systems useable by interagency and coalition operational communities at the strategic, operational, and tactical levels. This can include near real-time integrated analytical and knowledge management systems that utilize a variety of sensors, devices, and architectures that address a variety of threats and scenarios.

  10. R000 AAC FY15 Unspecified Requirement • Specifications cont’d: • Cyber defense applications to support sustained operations by deployed elements and industrial control systems through enhanced layered defensive capabilities by anticipating and avoiding threats through understanding the cyber situation, anticipating adversarial actions, assessing potential impacts, and by implementing new broad spectrum defensive methodologies.
