DTPS’ ROLE Finalise BDM Policy • Draft amendments approved by Cabinet in December 2013 • Final policy currently going through Cabinet approval process Facilitate Installer Training • Collaborating with industry to expand training facilities throughout the country using FET colleges • Training programme accredited with MICT SETA Co-ordinate Marketing & Awareness Programme • Multi-stakeholder effort involving all DTPS’ SOCs • Plans underway to collaborate with the Dept of Communications for all consumer messaging Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

DTPS’ ROLE...2 • Standards Development • DTPS participating in the SABS standards making process for the Digital Television broadcasting environment: DTT, DTH STB and iDTV standards • SABS implementing the conformance regime o.b.o. the DTPS Set Top Box Subsidy Scheme • A revised STB Subsidy Scheme has been agreed with National Treasury Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

DTPS’ ROLE...3 Co-ordination of digital-to digital migration to release Digital Dividend • D2D process to begin immediately after ASO • Collaborating with ICASA, Sentech and other stakeholders for implementation Overall Oversight of SOCs • DTPS providing the overall lead and co-ordination of activities in the Digital Migration programme Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

SENTECH’S ROLE Transmission Network • Rollout of terrestrial transmission network complete • Satellite transmission network complete Finalise Signal Distribution Tariffs with Broadcasters • Negotiations with Broadcasters Tariffs on Digital Signal Distribution Tariffs Nearing Completion Establish Digital Broadcasting Call Centre • MoU currently being finalised with DTPS • Call Centre to include consumer and functionality support for SAPO, Sentech, USAASA and FTA Broadcasters Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

SAPO’S ROLE • STB Distribution for Subsidised STBs • Pre-registration of subsidy recipients according to Qualifying Criteria • Warehousing and distribution of subsidised STB packages • Management of Subsidised STB Installations • Registration and management of approved installers • Payment to installers according to signed vouchers • Reconciliation of funds and regular reporting to USAASA on distribution logistics Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

USAASA’S ROLE • Finalise Subsidised STB Ownership Scheme • Gazette subsidy scheme for public comment • Make recommendations to Minister on subsidy scheme • Manage Procurement Process for Subsidised STBs • Issue tenders for subsidised STBs and antennas • Appoint manufacturers Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development
