VETERAN & CHRONIC HOMELESS PHA PARTNERSHIP • 120 Vouchers • PHA adopted homeless and veteran preference • CoC layers w/support services for CH referrals ($200K) • Revised Orders of Priority: • 1st Priority – Individuals/couples with at least one veteran who has served on active duty, regardless of discharge, experiencing CH and not eligible for VASH • 2nd Priority – Individuals/couples with at least one member experiencing CH • 3rd Priority – Individuals/couples with a disability with longest period of continuous or episodic homelessness w/severe service needs

MOVE-UP PARTNERSHIP • Exit Strategy for PSH • PHA establishes HCV Preference • MOU w/PHA • Assessment Tool Development • Orders of Priority for Move-Up • 1st Priority - PSH reallocated or rejected through the HUD NOFA • 2nd Priority- Formerly homeless households w/minor children • 3rd Priority – Formerly homeless households without children

PUBLIC HOUSING REHAB PARTNERSHIP • 25 Unit Pilot • CoC renovates Public Housing units in need of serious repairs • Benefits: • CoC provides referrals of homeless households into renovated housing units • Public Housing Authority improves its utilization rates • CoC agreed to provide PHA $10K per unit ($250K total)

PUBLIC HOUSING REHAB PARTNERSHIP • 25 Unit Pilot • MOU signed in June 2017 • PHA: • Provides cost estimate and timelines for unit repairs • Repairs and prepares units for occupancy • Develops referral wait list • Interviews households to determine eligibility • CoC: • Identifies and pre-screens referrals for PH eligibility • Funds PHA to initiate repairs • Ensures warm-hand off by service provider(s) • Client has 15 days to execute lease and take possession of unit

PUBLIC HOUSING REHAB PARTNERSHIP • 25 Unit Pilot • CoC indicates the household size needed • Bedroom sizes ranged from 0-5 • Number of households members 1-8 • Households with minor children – 17 • Households with only adults – 8 (7 singles/1 couple) • Total Housed: 75 persons • MOU has automatic renewal clause subject to: • CoC funding • Availability of PH units

PUBLIC HOUSING REHAB PARTNERSHIP • 25 Unit Pilot • Considerations: • No Support Services • CoC retains rights to referrals if unit is vacated • Referred household responsible for damage in line with Public Housing Community Policy and Schedule of Maintenance (CoC will access Risk Mitigation Funds, if needed) • Homeless or Formerly Homeless Households • Only 1 member of household must be legal resident • 20 Unit Expansion (MOU signed 12/18) • $11,500K per unit ($230K total) • 6 singles / 14 families (subject to availability)

  10. FAMILY UNIFICATION PROGRAM (FUP) PARTNERSHIP • 109 vouchers • Referrals made by Managing Entity for Public Child Welfare Agency, but informed by CoC Housing Specialist • Prioritization for homeless singles, youth, and families • Trust sits on FUP review team

PHA PARTNERSHIPS • Know your PHA’s • Use HUD Field Office to make introductions • Understand portfolios, politics, needs & challenges • Be Proactive: Don’t wait for PHA’s to call you • Seek Preferences & Set Asides • Partner on Solicitations • Take the lead on shaping MOU’s • Ask to partner on landlord engagement events • Go back for more • Be Responsive • Ensure timely referrals • Reaffirm supports for clients and landlords • Assist with troubleshooting
