  10. ENOTA TITLE I BUDGET AND CONSOLIDATED FUNDS The state of Georgia allows school districts (and schools) to consolidate their Title 1 funds with other sources of funding in a manner that allows more flexibility for the use of the funds. The total consolidated funds are comprised of federal funding sources (including Title 1) and state funding sources. Gainesville City Schools is using this method of fund consolidation. However, even with consolidated funds, school districts and schools are still obligated to meet certain funding requirements to help serve the needs of economically disadvantaged students.
