Recent Issues • OPNAV N869 sponsored CNA study on USN Salvage Force Requirements. • Current Forces are necessary for Combat Salvage. • ARS’s are staying USN. • 3 Priorities: ARS shipalts, MDSU dets, ESSM • 1140’s lose shipboard CO/XO billets to 1110’s. 1140’s concentrate on EOD and UMCM, with collateral support to Diving/Salvage.

  5. Salvage WG Options • OPTION 1: Status quo, 1140 community continues to take responsibility for some fleet salvage. EOD officers fill salvage roles within 5 years. • OPTION 2: Adjust 1140 career path to grow limited number of salvage officers. Turn some MDSU OIC billets into 1140 JO billets. • OPTION 3: Distribute MDSU dets into EODMUs and make all 1140’s part salvage officers. ARS’s stay with 1110’s. • OPTION 4: Reorganize MDSU’s and ARS’s under Logistics or PHIBGRU with salvage trained 1110’s in command. Eliminate salvage in 1140 community.

  6. Salvage WG Options • OPTION 5: LDO/CWO Option. Convert/open all 1140 Diving officer billets at MDSUs, CDU, SIMAs, SAFCEN, NDSTC, SupDiv, Staffs to AQD qual’d Engineering or Deck LDOs or Diving CWO’s. • OPTION 6: Reorganize all Fleet diving under a central Navy diving command descended from current SUPSALV. • OPTION 7: Merge MDSU’s and UCT’s, staff with Engineer Diving Officers (CEC or ED). Organize under NAVFAC. • OPTION 8: Contract all salvage. Options or Combination Options?

  7. Bottom Line • USN Diving and Salvage is still highly regarded and required by CINC’s, Fleets and OPNAV. • CWO’s/MDV’s must assume leadership role from 1140 community. Must look forward and plan for 2015.
