  2. Target area • Increasing public availability of primary health care (PHC)

  3. Purpose To work out policy proposals and guidelines through a research aimed at designing effective mechanisms for public financing of primary health care (PHC) systems and increasing its public availability.

Objectives • Establishingefficient use of PHC expenditures financed out of State Budget • Designing effective mechanisms for public financing of primary health care (PHC) systems • Presentation ofmechanisms (Conception) regarding effective use of public financing of primary health care (PHC) systems and formation of public opinion to that end

  5. Audiences Primary healthcare (PHC) funders and providers, authorities developing and implementing financing of primary healthcare services in Azerbaijan, PHC consumers/users

Activities • collecting and analyzing budgetary and statistical data on PHC • selecting pilot centers (two) • conducting discussions with healthcare experts • holding roundtables • collecting required information from selected medical centers • reviewing and studyingsimilar research analyses • conducting surveys among households in the same PHC catchments area • holding meetings with foreign experts • developing mechanisms to improve financing primary healthcare services • hosting press conferences/media briefings • arranging three talk shows (debates) on central and local TVs • collecting expert opinion • arranging public hearings • submitting research outcomes and ready-made proposals to international organizations • submitting research outcomes and ready-made proposals and guidelines (Conception ) to government-linked entities

Mass Media campaigns • Within the framework of the project has been carried out press conference 2 times. • At the first conference representatives participated of 17 written and electronic mass-media (2 TV, 2 radio, 3 news agencies and 10 newspapers). • On press conferences participated representatives 30 mass-media of the country (3 TV, 2 radio, 4 news agencies, 18 newspapers and 3 independent journalists). • On TV 3 are prepared and shown Talk- shows. • On Kapaz TV in the city of Gandja • 2 shows on the Public TV in Baku
