Purpose To monitor and advocate nationally and internationally for the implementation of the actions related to orphans and children made vulnerable by HIV & AIDS (OVC) outlined in Article 65 of the 2001 HIV/AIDS UNGASS Declaration of Commitment Article 65: By 2003 develop and by 2005 implement national OVC policies

Scope of work • Monitor national policy and collect field data in two Area Development Programmes and adjacent communities in four countries: Ethiopia, Mozambique, Uganda and Zambia • Conduct advocacy at community and national levels with networks based on the findings of the field monitoring • Conduct international advocacy focused on the UK and, if possible European Union and African Union

Indicators used from OVC Framework • National OVC policy index • Orphan school attendance ratio • Health • Nutrition • Psychological support • Basic material needs • External support for households with OVCs • Government OVC expenditure per child • Birth registration & property grabbing • Children outside family care • Percent of children that are orphans

Process • World Vision UK concept note on UNGASS commitments – April 2003 • Interest confirmed in Zambia and Mozambique - May 2003 • WV-Ethiopia agreed to participate - October 2003 • Designed methodology with participants in Lusaka w/shop - May 2004 • Country action plans and budgets agreed - July 2004 • Research completed - October 2004 – (Mozambique December) • Report compiled and published - April 2005 • Report launched – May 2005 • Canadian Government and EU endorsed Framework – June 2005 • WVUK provided funds for ADP advocacy action plans - 2006

  7. Outputs 1. National reports written combining the findings from the two ADPs and national level policy data 2. An international report for lobbying in UK/EU and globally, including UNGASS review meeting in New York 3. Advocacy action plans developed for community, national and international levels 4. Simultaneous launch of international report in Ethiopia, Mozambique, Uganda and Zambia, UK, EU, Finland, Ireland, Australia – Stephen Lewis UN Envoy attended UK launch

  8. Outcomes 1. Improved understanding of the situation of OVC 2. Measure of progress achieved towards fulfilling the UNGASS Declaration of Commitment 3. Advocacy produced changes in policy and practice on issues highlighted in the reports e.g.: • Canadian Government and European Union endorsed OVC Framework • UK Government kept OVC high on 2005 agenda with inclusion in G8 & UN Summit communiques • ADP communities implementing advocacy plans

Success factors • UNGASS Declaration is an international commitment • Programmatic commitment to OVC by World Vision National Offices • Lusaka workshop on methodology increased ownership and consistency of national reports • Modified UN methodology to be more appropriate for use in communities and user-friendly • Country action plans created deadlines • Policy and Programme Advisers worked closely • Excellent report compiler and editor

Success factors • Stephen Lewis (UN Envoy) gave gravitas to launch and dinner • Launch in UK was at an CABA Working Group roundtable meeting i.e. In partnership with save the Children • Dinner brought embassy staff together and provided informal setting for lobbying especially Canadian Government officials • Interest in OVC across World Vision Partnership enabled simultaneous launch in 8 countries

  11. Challenges • Mozambique had to recollect some data • Compiling the final report was a substantial task
