General Objective RelaunchingIndustrial areas, which are a key driver of local and regional economic and job growth, can bring to: Improve the competitivenessofourterritories and overcome the riskofde-industrialization; Bettercontrolenvironmentalimpacts(emissions, traffic congestion) and particularly the unreasonableuseofsoildue toscattered industrial areas. Promote the Green Economy (assuggested, amongothers, byCOM(2012) 173 Towards a job-rich recovery) and long term Eco-Industrial Developmentaccordingto the principlesofIndustrial ecology, troughnetworking and collaborationamongco-locatedfirms. SpecificObjectives • Involvement of publicand privateactorsin the processof planning, building and management of Industrial Areas (IAs). • Identification of innovative methods, tools and technologiescurrentlyavailableatlocal, European and internationallevelbased on a green approach for the reduction of environmental impact and support of the development and use of cleantechnologiesin the IAs of the Mediterraneancountries. • Promotion of the continuousimprovementof environmental performances of the IAslocatedin MED space. • Definition of common environmentalstandardsand creation of tools for assessment. • Improvement of SMEsinnovation in energy, sustainable building and environmentprotection.   24. 1-Formalized Managing Company • The Managing Company , recognized by the institutions, should represents the settled enterprises; • The Managing Company defines the rules of the functioning of the industrial area and guarantees their implementation. It is the interface with the local authorities and stakeholders. • The Local Committee (LC) is the organism in which Local Institutions, stakeholders and the Managing Company work together for defining the Industrial area development policy. • The presence of the LC is not necessary if the managing company is a mixed one: private and public. 24 • The MEID Model

  25. 2-Shared and participated processes (Involvement of stakeholders) • A consultative forum which should be set up and composed by the companies, local authorities, category associations and so on. It should be coordinated by the Managing Company. • The forum allows to share with the stakeholders the most critical aspects of the management of an industrial area such as identifying the weak points , selecting improvement actions and defining the infrastructures and the networks of common services. 25 • The MEID Model

  26. 3-Centralized infrastrucrures and innovative services • The industrial area should have common plants and networks of service for the management of environmental, economic and social aspects. • The common infrastructures and innovative centralized services are managed directly or through third parts by the managing company which, in any case will have to guarantee the quality of the delivered services. • The management of these service networks should not be focused only at the possible reduction of costs. It should also guarantee a stronger environmental protection and a higher level of innovation in the social and economic aspects. 26 • The MEID Model
