SEE & IPA countries - Members and Cooperating states • Members States • Croatia (since 2006) and Turkey (since 1996) are EUMETSAT Member States • They fully contribute to all EUMETSAT activities • Cooperating States • Serbia is a Cooperating State (since 2009) • For SEE (but non-IPA countries): • Member States: Greece, Romania, Slovenia • Cooperating States: Bulgaria

  4. DAWBEE initiative (for RA-VI non-EUMETSAT Member and Cooperating states, but with their support ! )

Background • EUMETSAT Council, in June 2008, recommended to “promote operational access to EUMETSAT data in WMO RA-VI countries non member of EUMETSAT”. • WMO RA-VI Strategic Plan recommends to “capitalise on RA-VI assets and to encourage broader use of outputs of ECMWF, EUMETSAT, EUMETNET,… • EUMETSAT organised Information Days in Ukraine and Montenegro in May and June 2009, gathering most of RA-VI countries not Member or Cooperating States of EUMETSAT.

Outcome of Information Days • As a result of these Information Days: • All participants expressed interest in getting access to EUMETSAT data and products; • Some participants requested support from EUMETSAT to get their EUMETCast receiving stations in place • Some participants requested training in use of EUMETSAT data and products, but also in maintenance of EUMETCast receiving stations • Following this project, EUMETSAT initiate the “Data Access for Western Balkan and Eastern European countries” – DAWBEE – project. • The DAWBEE project is implemented in cooperation with WMO Secretariat.

Objective of the DAWBEE project • To ensure that, by mid-2011, 11 NMHS of RA-VI (from non-EUMETSAT Member and Cooperating States) have functioning EUMETSAT data reception equipment and use EUMETSAT data in their operational activities • To create expertise in some of these countries to ensure maintenance of reception equipment (network of experts) • Target NMHS are: • Six RA-VI Eastern European NMHS:Armenia, Azerbaijan, Byelorussia, Georgia, Moldova and Ukraine. • Five RA-VI Western Balkan NMHS:Albania, Bosnia and Herzegovina, Kosovo (under UN Security Council Resolution 1244), FYR of Macedonia, Montenegro. • Support from: Slovenia, Croatia, Romania, Bulgaria, Slovakia and Ukraine • Implementation timeframe: January 2010 – June 2011

DAWBEE main outcomes • Eleven NMHS have operational access to EUMETSAT data and products (8 stations installed, 3 to be installed) • Through EUMETCast, NMHS receive in real-time numerous data and products (not only EUMETSAT) relevant for various applications, including DRR • Network of users of the DAWBEE stations is now existing and experts can an interact among themselves (ownership)

Suggestions • DAWBEE has provided a first important step: access to data • Beyond access to data, need for : • Further training on the use of data • Improved processing capabilities (for all types of data) • Better integration of satellite data into NMHS operational processes is needed in some countries • EUMETSAT could envisage supporting part of the implementation through provision of technical expertise/training
