  2. What is NALAS? • NALAS is a network of Associations of local authorities in South Eastern Europe (SEE). • NALAS is gathering over 4000 local authorities, directly elected by more than 60 million citizens of this region.

  3. Members ofNALAS NALAS gathers 12 associations from • Albania, • Bosnia and Herzegovina, • Bulgaria, • Macedonia, • Moldova, • Romania, • Serbia and Montenegro, with Kosovo, • Slovenia

  4. Beginnings of NALAS • NALAS started in 2001, created upon the initiative of Council of Europe, under the auspices of the Stability Pact for South Eastern Europe. • Financial and technical support - the Swiss government, the CoE, the Open Society Institute (LGI) and several partnering local government associations. • NALAS as an informal network – 2001-2005managed by CLRAE, Liaison Officers, rotating Secretariat • NALAS as an official organisation – from September 2005

  5. NALAS Structure • NALAS Political structure: President, 2 Vice Presidents, Committee of Liaison Officers, Assembly • NALAS managerial structure: Executive Director, Executive Bureau, Technical staff (project manager(s), office manager) • Permanent secretariat

Support to associations NALAS organized a series of workshops addressing different problems faced by the associations, such as: • Role of national associations vis-à-vis the Central Government in relation to the preparation of the legislation, in financial and fiscal matters • Provision of services to members • Inter-municipal and international co-operation • Training in project preparation and project management • Internal organisation and management of the association • Communication skills for the associations • Exchange of information on donor activities in the different countries

NALAS objectives(Strategic plan for 2004-2007) • The development of the NALAS into one of the main knowledge centers in the Region dealing with issues of importance for local governments • The establishment of ad-hoc expert groups • The identification, design, securing of donor funding for joint projects • The development of a communication strategy

  9. What is LOGIN? LOGIN is a network gathering several international developmental organizations and national partners in countries of Central and Eastern Europe and the former Soviet Union, with a regional office in Budapest. LOGIN is an internet-based information system, in which parts of national partners’ web-sites dedicated to LOGIN database are connected into an integral central database The Network’s founders are: • Council of Europe • Open Society Institute • United Nations Development Program (UNDP) • United States Agency for International Development (USAID) • World Bank

What is LOGIN- Mission The mission of LOGIN is to promote the professional development of local government officials and their staff and to strengthen the capabilities of organizations that support the reform of public administration at the local level. LOGIN will do this by facilitating the exchange of timely and useful information at the municipal, regional and national level throughout the countries of Central and Eastern Europe and the former Soviet Union.

LOGIN - Strategic priority Strategic priority for the Network is to increase information flow and facilitate access to useful information to people who develop, pass, implement and monitor public policy – local government decision-makers. The Network is designed in such a manner to reach its primary target group – local government decision-makers themselves and provide them with timely and valuable information

  14. What is ILN? Information-Learning Network The ILN is a support infrastructure to aid effective and efficient implementation of MDGs and other sustainable development activities and to ensure that information, knowledge, experience and expertise are exchanged.

What is ILN- Mission • Assisting in facilitating technology transfer. • Capturing and disseminating lessons and practices related to capacity development. • Assisting with the documentation and protection of local knowledge. • Facilitating the transfer of information, experience and expertise to assist implementation including professional exchanges. • Documenting and disseminating capacity development lessons and innovative practices • Coordinating the development of appropriate tools and tool-kits.

  16. What is ILN- Mission • Assist in identifying of areas where new knowledge is required, and in the development of regional/national centers of excellence. • Coordination and support of training activities, including delivery via ICT distance education specialized courses, which build on what already exists. • Providing access to information to help countries prepare for international negotiations. • Assisting countries to improve the quality of data collection, integration and analysis systems at the national and local level. • Assisting with the development pf practical skills through the use of ICT.
