  2. What is voting ? Voting is the method by which the electorate of a democracy appoints representatives in its government.

  3. How do I register to vote? 1. Fill out a postage-free postcard application available at any post office or library. 2. Applications must be received 30 days before an election in order to vote in the up-coming election. 3. A spouse, parent, or child can complete the application, provided the person is a register voter.

  4. Who is eligible to vote in Louisiana? Any United States citizen, provided that he or she is a resident of the Louisiana Parish Any persons who are 18 years old prior to the next election to vote, is not a convicted felon, and not declared mentally incompetent

  5. Eligbility of Convicted Felons A convicted felon can vote, as long as he/she has completed their sentence and are no longer on parole, probation or in prison. Contact the Registrar to get registration reinstated. The defendant has to argue his case in front of a judge and a hearing and trial must take place.

  6. Where do I register to vote? Voters can check the location of their voting polls by contacting their local parish Registrar of Voter’s office.

  7. What are the voting hours? Voting polls are open from 6 a.m. until 8 p.m.

  8. Handicapped Access Information Acts 500 of 1983 is a program that enables handicapped individuals to vote absentee by mail or in person at nursing homes if they meet the requirements of the Louisiana Election Code.

  9. Early &Absentee Voting Voters who want to vote early for any election in the state of Louisiana may do so in person at their local Registrar of Voters office 14 to 17 days prior to the election. Voters must request absentee ballots by mail (PDF form) and indicate the reason you are not able to vote in person.

  10. Info about Improprieties at the Polls Complaints of election irregularities, vote buying and threats to disrupt the election process can be reported to the Elections Compliance Unit.

  11. Who qualifies to run for State & City office? Candidates qualify in the Clerk of Court’s office in their parish of residence. In lieu of a qualifying fee, candidates may submit a nomination petition with 5,000 signatures of voters eligible to vote on the office.

  12. Important Documents To bring with you to the Voting Polls 1.Voter’s must bring their driver’s license, a Louisiana Special ID, or general recognized picture ID. 2. Voter’s must bring a utility bill, payroll or government document with current information if a picture ID isn’t presented. 3. Voter’s must also sign an affidavit by the Election Division if ID is not presented.

  13. Assembly of Citizen Participation Citizen Participation means any group that meets to solve common problems or discusses issues that will improve their quality of life.

  14. Community Organization The step by step process that identifies and involves the strategic planning of local community members to formulate a cooperative, and self-sustaining organization that will operate as vehicles for community involvement.

  15. 1. Start with potential members – who are they, what do they want, what can we offer.2. Lay the foundation by starting developing a small member council, selecting an independent chair, and planning a regular meeting of the council.3. Develop the community by providing value to the council – best practices in other communities, online facilities for collaboration, tools for promoting the community.4. Create an anchor event for face-to-face interaction and recruitment. Build relationships between members of the council and community members. Qualities of an Effective Leader A community organizer respecting a wide-range of people from diverse backgrounds.  An organizer must have a passion for fairness and democratic processes, and possess a willingness to work hard to undo the injustices of a community. An organizer needs a strong ego, capable of suggesting strong direction but without needing to be front-and-center.  An organizer must be willing to take calculated risks, as well as, be able to give and receive criticism.  An organizer must be curious about people, institutions, and the political process.

  22. What does Citizen Participation mean? Any group that meets to solve common problems or discusses issues to improve their quality of life.

  23. Government is established by the consent of the governed. Citizens have an opportunity to comment on how their land is used.

  24. How to Form A Citizens Advisory Board What do you want to accomplish together? What do you hope to get out of being involved in citizen participation? How will you organize to do something based on your needs? Set meeting times for group, elect a president, secretary and treasurer. Make a plan to show action steps, who will do it and when will you do it? Get a group of people together and talk about your needs. What concerns do you have? How can you make your neighborhood a better place to live?
