  2. Program Background • Goal: Serve 2000 SNAP Customers • 133 with short term training and Job Search • 600 with Job Search assistance • SNAP (formerly Food Stamp) Eligible • Not Eligible for other public assistance

  3. Skill Start Program • Short Term Skills Training - 42 days of training. • Job Search Services • Travel/Job Search Support -$35.00 at completion of training and $35.00 after job start or completion of five interviews

  4. Enrollment in SNAP Program at Department of Transitional Assistance. Skill Training – Visit a Career Center Employment Specialist at the DTA TAO or a one stop career center and ask about the SNAP Skill Start Program Job Search Assistance for as long as you need or want it. (60 Days in Skill Start Program) Skill Start Program Components

Enrollment • DTA refers eligible individuals to local Skill Start Specialist Enrollment in Skill Start (MOSES) Case Management Services The BEACON generated form is proof of eligibility if it says that the client has been referred for Food Stamp Job Search and that they are a recipient of Food Stamps. (These forms haven’t been updated to “SNAP” yet; they are still using the terminology “Food Stamps” instead of SNAP).     • DTA referral document indicates individual’s 60 day window for enrollment in Skills Start

  6. Skill Training • Completed within 42 calendar days • Total training costs may not exceed $1,500. (includes tuition, books, materials, test/certification fees, etc.) • Courses may be combined if total length does not exceed 42 calendar days and cost do not exceed $1,500.

  7. Skill Training • Referral to pre approved Skill Start training only • Skill Start Approval Authorization Voucher submitted to provider upon training enrollment by Student. • Skill Start Specialist retains a copy of each Authorization Voucher

  8. Job Search Job Search services may include: • Assessment/Testing* • Job Search Workshops • Resume Preparation • Labor Market Information • Job Referral/Job Development • Placement * may be administered in conjunction with determination of appropriate training

  9. Job Search Skill Start Specialist case manages provision of job search assistance through the One-Stop Career Center

  10. Support Payments for Training • $35 payment based on successful completion of training and minimum 90% attendance • If training is 1 week or less: successful completion and 100% attendance

  11. Support Payments for Job Search • $35 Travel/Support payment based on either: • completion of five verified job interviews, or • verified acceptance of job offer (after recorded job search services)

  12. Recording Travel/Support Payments Services • Go to the General Services tab and click the add button. • Select Outcome / Enhancement from the Category dropdown box and either: "Met Skill Start Training Requirement" or "Met Skill Start Job Search Requirement" from the Service Detail list.

  13. Follow Up • For any Skill Start participant entering employment, the Skill Start Specialist must conduct a 30 day and 6 Month follow up to: • Determine if the person is still employed • Determine post-participation wage level • health coverage status • Results must be recorded in MOSES

  16. Skill Start “Exit” If the individual does not enter employment within the 60 day window, participant and Skill Start Specialist assesses continuing job search efforts with the local One Stop Career Center, as a non-Skill Start Customer and exit the client from Skill Start.

  19. Skill Start Program Enrollment • Determine Eligibility for program using Eligibility Criteria and Eligibility in MOSES • Enroll customer in Career Center Specific Programs box • Create a Manual Alert to highlight 60 day service window

  24. Skill Start Program Course Enrollment • Click on Services Tab , go to Courses/ Activity • Add a course enrollment. Do a Course Search for Skill Start approved programs • Click Enroll and complete required information • Display Authorization Voucher for Skill Start program and print • Hit OK

  29. Skill Start Program Course Completion • Click on Services Tab , go to Courses/ Activity • Open Skill Start program enrollment • Change Status of enrollment • Complete required information and hit OK This information must be maintained timely so that DCS may process vendor invoices timely

  31. Skill Start Program Exit • Click on Services Tab , go to General Services. Record the appropriate Outcome/Enhancement for customers Exit. • If the customer obtains employment record in Services - Employment Services tab. • Click on Career Center Specific Programs box. Uncheck the Skill Start program apply box to exit the customer from the program.

  35. Skill Start Program 30-Day Follow Up • If the customer obtains employment record in Services - Employment Services tab. • Highlight relevant Obtained Employment. • Click Follow Up button. • Select appropriate Service Type and Service Results. • Click OK.
