UPC Roles • Urinalysis Program Advisor to Command • Navy Drug Screening Program (NDSP) Operation • ADMITS/iFTDTL • Collection/Packaging/Transport • Trains observers and assistant UPCs • Maintain urinalysis records • Maintain urinalysis instructions • Ensure testing compliance NOT RECOMMENDED for management of Alcohol Detection Device program!

  3. Selecting a UPC • Command Prevention Team • DAPA, UPC, CMEO, FAP, SAPR, NCC • Preferred UPC • E7 or above/ Civilian (GS-6 or above) • Junior UPC subject to khaki inspection • New UPC? Contact ADCO & NADAP on relief • Designation Letter • ADMITS/IFTDTL access • NDSP Support

  4. CRITICAL ELEMENTS FOR A SUCCESSFUL URINALYSIS PROGRAM • Random, unannounced urinalysis NDSP USE IS MANDATORY* • Strict direct observation • Body to Bottle • Sequester participants until sampled • All hands accountable • Everyone in database • All tested annually SAFEGUARD ALL PII!

At least 4 random testing days – 15% monthly Unit Sweep requirement removed All hands tested at least annually Possession or use of devices/products intended to defeat urinalysis is prohibited New check-ins tested w/in 72hrs of reporting (IU premise code) Greatest challenges are in collection and transportation of samples Urinalysis Requirements

  8. Recent (Non) Events This memorandum reaffirms the Federal prohibitions on the use of marijuana by military personnel at all locations in accordance with Article 5, Uniform Code of Military Justice (UCMJ).

All samples are tested for: Marijuana (THC) Cocaine Amphetamines & Methamphetamine Designer Amps (e.g., ecstasy) Heroin (6-MAM) Oxycodone, Oxymorphone Opiates (Codeine and Morphine) Hydrocodone, Hydromorphone Benzodiazepines NDSL Testing Panel THC has accounted for roughly 55% of all positive tests over the past decade.

Features of Web Based Reporting • UPC access • “New Results” portal • “Primary” accounts will move results • Major Command access for your AOR • Monitor positive results for subordinates • Monitor unviewed positive results • “Positive Only” email feature available (Immediate notification of a positive result)

Special Testing Procedures Steroids Synthetic Cannabinoids (Spice) AFMES Tests for synthetic drugs in 2 labs: Active NCIS investigations still in criminal lab DoD (NDSL) testing in SFTDTL Other Drugs (Salvia, Hallucinogens, Predatory) Attach a command memo to DD2624 Over The Counter (OTC) products AFMES tests to determine if product will cause positive results

Re-Testing of Positive Samples • Option for commands, courts, and members • Not typically required because: • Positive results verified at each step in 3-test process and validated before reporting • Results have always confirmed a positive result • No result is reported for samples with fatal discrepancies in collection or testing • Metabolite cutoff levels rule out simple exposure • Positive samples are retained for at least 1 year, with extension possible

  24. Determination of Positive Urinalysis • Utilize all available resources to determine facts • ADMITS (previous results – contact NADAP) • Medical Record Review • NCIS (Interrogation and Investigation) • NDSL Technical Review

Determination of Positive Urinalysis • CO determines not a drug abuse incident due to prescribed medication (after command investigation and technical review from servicing drug lab): • Send determination of positive urinalysis letter to NADAP N170A/ISIC • NADAP clear positive in ADMITS • NADAP conduct MRO process in iFTDTL for prescription positives

Determination of Positive Urinalysis • CO determines drug abuse incident • Process all drug abusers for ADSEP • Send ADMIN board package to PERS 832 for final determination • Submit DAAR within 30 days of incident/sample date • Amend DAAR (by adding info in comments) as required • Service member MUST be SARP screened • Treatment is required to be offered prior to separation if member is found to be drug dependent

Records Management • Certain records related to drug testing must be archived with the National Personnel Records Center after 2 years. • Urinalysis Testing Register (Ledger) • DD 2624 (Custody Documents) • Any removable media (i.e. CDs) containing specific testing information, if applicable. Note: Discard all other documents (i.e. Notification Copies, letters/memos, iFTDTL printouts) via local procedures for destruction of PII. • Obtain SF 135 (Records Transmittal & Receipt) from www.archives.gov/frc • NPRC must approve request before shipment of files to long term storage.
