Purpose of Guide • General Observations • Policy alone is not enough • The Deskbook defines the MRL Process, but falls short on "how to implement within the acquisition and S&T process" • An Implementation Guide is needed • Aimed at providing the Government User a better understanding on why and how to implement the MRL process • Provides Industry with a more consistent Gov’t approach in implementing MRLs

Format • Each Chapter Targets a specific S&T and Acquisition Phase • S&T, MSA, TD, EMD, LRIP, FRP and O&S • Allows User to focus on his specific needs • Content in each Chapter • Policy Requirements, if applicable, that relate to MRL Outputs • Purpose of MRLs • Use of MRLs • Key Activities and Documents that should address MRLs • Expected Results • Using MRLs in Decision Process • Supporting Milestone Reviews • Summary

  4. Status • Draft Chapters available for Review • Chapters 1,2,3,4,5, and 6 • Chapters not started • Chapter 7 FRP • Chapter 8 O&S • Chapter 9 Summary

  5. Issues • Guide Assumes some Knowledge in Acquisition and Manufacturing • Guide does not provide specific language for various acquisition documents (RFP, SEP, etc.) or actions required • There is some Duplication between Phases in the Guide

  6. Implementation Plan • Need your Feedback; • Is the Implementation Guide adding value • If yes, • Are we ready to place on our site as Draft? • If no. • What do we need to do? • Goal is to place on our site, when ready! • Finishing/Improving Guide will be a focus area for MRL working group 2013

  7. Summary • We have a draft and an approach • Need to agree upon next step • Need to get to Users outside the working group to assess ASAP – i.e., Place on our site
