RCC (Regional Centres of Competence) Goals (I) • The pursued goal of setting up an One-Stop Shop (OSS ) is modernizing the administration by a process of simplification, ensuring transparency and efficiency. • A RCC for OSS must guarantee the smooth and efficient functioning of an OSS as a single point of contact by answering: • What is the situation related to entrepreneurship? What is the entrepreneur’s awareness about OSS? • Why don’t SMEs and citizens use the possibilities offered through OSS? • What can a LC do in order to remove the identified obstacles? • How will the obstacles be leveraged?.

RCC Goals (II) • How to answer the prior questions? • It is necessary that each region of the consortium should summarize their respective socioeconomic situation, in order to get a picture of the capabilities, opportunities and drawbacks of each region • Metrics: Definitory characteristics of each territory, economic indicators, entrepeneurship, population, social conditions and research and development activities

  4. Highlights (I) • Galicia (Spain) • North Aegean Region (Greece) • Sardinia (Italy) • Silesia Region (Poland) • Southern Estonia • Vysočina (Czech Republic)

Highlights (II) • Galicia: • Population: 2,783,100 • Density: 94.11/km² • Unemployment rate: 7,65% • Main economic sectors: metallic minerals, energy, forestry and timber, textile and fashion, automobiles, shipbuilding and tourism. • R&D expenditure: 0,89% of GDP • Implementation of Bolkenstein Directive it’s being managed by the National Government. On 2007 Galicia Government implemented an OSS network, 48h to set up a business.

Highlights (III) • North Aegean Region: • Population: 206.121 • Density: 53,7/km² • Unemployment rate: 8,7% • Main economic sectors: manufacturing, services and tourism • R&D expenditure: 0,37% of GDP • There is a Government initiative under the Operational programme “Competiveness” of the Ministry of Development which is expected to come into power soon. This is proposing Centres of Business and Technological Progress (KETA) to work as OSS and be funded by the Ministry and the Operational programme .

Highlights (IV) • Sardinia: • Population: 1.650.052 • Density: 68/km² • Unemployment rate: 12,9 % • Main economic sectors: Agriculture, forestry and fishing, Industry, services and tourism • R&D expenditure: 0,04% of GDP • In Sardinia the Bolkenstein Directive is not fully implemented but they are checking all procedures and changing rules in order to implement the directive. An experience has been designed: The “sportello unico per le attività produttive” represents a tool created by the legislator to help and gather info for the final OSS deployment

Highlights (V) • Silesia: • Population: 3.487.000 • Density: 16,43/km² • Unemployment rate: 6,7 % • Main economic sectors: Industry, Agriculture and services • R&D expenditure: 0.59 % of GDP • The project for the new legislation was accepted on 2008 by government and will be in force from the 2dn quarter of 2009 in scope: • points of single contact • running a business after filling an application form • application form could be send via Internet with electronic signature (2011)

Highlights (VI) • Southern Estonia: • Population: 1.363.000 • Density: 31/km² • Unemployment rate: 4,7 % • R&D expenditure: 0.94 % of GDP • Main economic sectors: Wood industry, Machine building and metalworking industry, Chemical Industry, Electronics, Transport and logistics and Biotechnology • Implementation of the Bolkenstein directive in Estonia is being managed by The Ministry of Economic Affairs and Communications is preparing the change of the Public Information Act and State Portal Regulation

Highlights (VI) • Vysočina • Population: 513.677 • Density: 75/km² • Unemployment rate: 5% • Main economic sectors: Processing industry, agriculture, constructuion and retail • R&D expenditure: 0,26 % of GDP • For full implementation of the Directive, a brand new law “Act on free movement of services“ is being prepared in the Czech Republic. The Government has approved a subject matter of the bill on free movement of services and submitted it for discussion and comments
