  2. „Cities on Internet” Association • Founded 1997 by the professionals – representatives of local&regional governments to develop eGovernment in Poland • Consultancy, IT audit, workshops, COI Conference • International activities (EU, UNDP, Soros Found), also in Central Asia • Since 2001 co-operation with Ministry of Interior and Public Administration and Ministry of Science

  3. ` Startpoints • 1999 - a lack of state strategy of IS development in Poland – but agreement with 5FP NCP, partnerships with scientific entities • 2000 - mission of COI to Brussels – meeting with top level representatives of DG INFSO and officers of some units • Discussion on cooperation between local government organisations in Newly Associated States. Meeting of representatives in 2001, during 5th Cities on Internet Conference in Zakopane, Poland • Creation and signing of the „Zakopane Declaration” by partners from Bulgaria, Czech Republic, Estonia, Lithuania, Poland, Slovakia and Slovenia (2001) and Romania (2002).

Visual Admin project IST-2000-28248 • Project started in June of 2001 will be realized until end of August 2003 • Front office solution - an eGovernment tool to make easier for citizens, businesses and administration to interact with each other • Providing citizens and businesses with a global view on relevant information • Setting better work conditions for civil servants by supporting and improving workflow • Rising efficiency of administrations.

  6. Visual Admin project IST-2000-28248 • Innovation in technology: • One stop shop logic • Customer relationship management • Mobile access services • Voice recognition • User oriented and tested: • Pilot phase of the project to commence in local administrations in France, Italy and Poland

Project has began in March 2002, will be realized for two years Aim is to create a front end e-assistance system integrating existing in house information MAP system will assist civil servants by performing semantic analyses providing the employee with shortcuts to solutions therefore increasing the quality of service. MAP project IST-2001-34001

Innovative approach: „sniffer” agent – interceptor of dialogue, semantic analysis Natural Language Recognition interface Mobile access, UMTS ready Strong involvement of users in the project, pilot phase will include extensive testing of the system prototype in public administrations. Project has began in September 2001 and will last till August 2003 Goal is to share information on successful eGov implementations Establish partnerships to serve the EU eGov market Develop an atmosphere of professionalism that encourages European eGovernment development Setting up e-forum association consisting of key players in the field of eGovernment in Europe. Registration possible via e-forum web service: www.eu-forum.org Benefits to public sector members include: Sharing best practices in eGovernment Obtaining world wide recognition for novel solutions Getting to know key suppliers of eGov solutions Access to regular surveys and case studies Benefits to private sector members include: Key public sector contacts Reaching worldwide audience to demonstrate solutions Learning of best practices in all aspects of eGovernment. PANISCO – proposal submitted under 8th call IST, ranked as the 3rd, received favorable reviews, not chosen because of lack of funds (min. 1,5 ME needed) Reshaping of the project to better fit requirements of incoming 6th FP Strong participation of partners from Candidate Countries (new partners also expected) Ideas for future endeavors – PANISCO project

  12. Overall goals of such activity: Make a „jump” – not „step” towards eGovernment awareness in local&regional governments enhance their activities towards 6th FP and ERA Spread up of IDA standards and best practices in the field of eGovernment Ideas for future endeavors – PANISCO project

Envisioned work packages of the reshaped proposal: defining eGovernment terms – creating canons of knowledge about eGovernment in EU and candidate countries carrying out courses and training on eGovernment subject – according to developed methodology organizing eGovernment conference in CEEC in 2003 – 2005 (also support for existing ones) and final conference in Poland in 2005 creating an eGovernment Virtual Institute (as NoE).
