  2. Mercantilism • Mercantilism- a country’s ultimate goal was self-sufficiency and that all countries competed to get the most gold and silver. Basically, you wanted to sell more to other countries than you bought from them. • Navigation Acts (1651)- England passed laws restricting colonial trade, making sure most of it was with England. No country could trade with the colonies unless the goods were shipped in either colonial or English ships. The colonies could export certain products only to England. Almost all good s traded between the colonies and Europe first had to pas through an English Port.

  3. Salutary Neglect • England didn’t actually enforce most of its rules in return for the colonies’ continued loyalty. • King appointed governor in most colonies, but colony-appointed officials had a strong influence on the governors. Colonies became more and more independent.
