  7. Why Participation of Society? • Participation of Society integral part of fight against corruption • UNCAC Article 13 • Fundamental to strengthening democracy and reducing risk of civil unrest

  8. GTF-Participation of Society Membership Engagement • Promote active engagement with civil society and ensure that GOPAC members understand and fulfill their representational roles • Build capacity and disseminate good practice • Build and cascade partnerships with key civil society groups

  9. GTF-Participation of Society Legislative Framework • Access to Information • Freedom of Expression • Whistleblower Protection • Independent Anti-Corruption Commissions • Social Inclusion

  10. GTF-Participation of Society Public Campaigns • Promote UN Convention Against Corruption (Article 13) • Promote public debate on socio and economic impact of corruption • Promote inclusion of anti-corruption material in education syllabus at all levels

  11. Open Government Partnership • Open Government and Open Parliament key elements of Participation of Society • Need to ensure real substance, not lip service or paper initiatives • Plans need to be tailored to fit the specific needs of the people • Government need to be held accountable

Open Parliament • GOPAC fully supports the concept of Open Parliament and the principles behind the Declaration of Parliamentary Openness • Declaration provides important mechanisms for constituents to monitor effectiveness of their representatives • Possible concerns about consistency with data protection

  13. Open Parliament In Order to succeed: • Requires full commitment of allParliamentarians • Important to engage key Parliamentary Groups • Should be included in any Parliamentary induction courses
