  13. What is FRMS? • Aims to manage fatigue irrespective of the cause. • Based on science and empirical findings. • Is data driven. • Requires a systematic, organizational approach. A continuous process of planning, monitoring and managing the level of alertness of flight and cabin crew when performing their duties.

  14. Why move to FRMS? • Prescribed limitations provide only “one slice of cheese”. • FRMS provides more defence barriers. • Addresses alertness variables not addressed by FDLs. • Reflects unique and changing airline factors. • Manages fatigue risk relevant to specific circumstances • Allows for greater operational flexibility.

  15. What is ICAO proposing? • For application to: • Annex 6, Part 1 Operators: International Commercial Air Transport – Aeroplanes • Flight crew and cabin crew • All SARPs related to fatigue management to be brought under one broad heading • Prescriptive FDLs (as current) • FRMS • States to choose whether they will allow FRMS as an option to their operators • States to continue to provide prescriptive FDL regulations

  16. What happens to the proposed FRMS SARPs now? • As of now: Preliminary review of proposed FRMS SARPs completed and accepted. • May 2010: State Letter to States. • Nov/Dec 2010:  Final review by ANC • Mar 2011:  Adoption by Council • Nov 2011:  Applicable date
