Housing Ombudsman Service [Local Government Ombudsman] 1st April 2010 > all “social” housing within single regulatory framework Nine Standards – complaints central to co-regulatory approach: Standard One and Local Offers Protocols – TSAHOSLGO No overlap between Ombudsman schemes HOS’s support programme for tenants: joint initiatives with TAROE, TPAS, InSTEP, etc. What do we have now Housing Ombudsman Service All “registered providers” and some private landlords and managing agents. Local Government Ombudsman All local authorities (Councils and ALMOs)

  37. Adequate complaint handling alone will not be enough. But... There will have to be an even more robust tenant involvementculture.

  38. What will be the role of the Ombudsman?

  39. Putting complainants back in the position they were in before the failure in landlord’s service. Improving services for residents by promoting learning from complaints.

  40. HOS not a regulator – not even by the back door... Enhanced powers – enforcing decisions in Court BUT... Gateway (local filter) independent of Ombudsman? Prevention work and training? No inspection regime (Audit Commission also gone!) – who will have a clear idea of the big picture? “Slimmed down” HCA with limited regulatory remit? Single domain and Standards here to stay – Will there be a single Ombudsman for housing?
