  2. RULES CHANGES Play 1 With four minutes remaining in the quarter, B1 commits his or her third foul against airborne shooter A1. The try is unsuccessful. Team B’s coach immediately sends B6 to the scorer’s table to replace B1 after A1’s first free-throw. B1’s replacement may not enter the game until after A1’s first free-throw. B1, disgusted with the official’s call and realizing he or she will soon leave the game, goes and sits on the end of team B’s bench just after the official reports the foul.

  3. RULES CHANGES Play 1 – Answer B1 is assessed an unsporting technical foul for leaving the court for an unauthorized reason to demonstrate disgust. A1 will attempt the two shooting-foul free-throws followed by any team A member attempting the two free-throws for the technical foul. Team A will get the ball for a division line throw-in. (10-3-6i, 10-5-5)

  4. RULES CHANGES Play 2 Airborne shooter A1 is fouled by B1 after the ball is released on the try. Playing time for the second quarter expires while the unsuccessful try is in flight. Since no players are required to line up for the free throws, team B’s head coach takes the team to the locker room to begin the intermission.

  5. RULES CHANGES Play 2 – Answer Team B’s head coach is assessed a direct technical foul for permitting team members to leave the bench/court for an unauthorized reason. Even though no time remains on the game clock, the quarter doesn’t end until A1’s free-throws are completed; therefore, the technical foul is part of the second quarter. A1 will attempt the two shooting-foul free-throws followed by any team A member attempting the two free-throws for the technical foul. The third quarter will begin with the alternating-possession procedure. (1-3-6i, 10-5-5)

  6. RULES CHANGES Play 3 A spectator heckles team A member A9, while he or she is sitting on team A’s bench. A9 leaves the bench area and goes into the stands to confront the fan. Administrators intervene before anything erupts.

  7. RULES CHANGES Play 3 – Answer Team A’s head coach is assessed a direct technical foul for permitting A9 to leave the bench area for an unauthorized reason. Team B is awarded two free-throws and the ball for a division line throw-in. The important point to remember is that the technical is charged directly to the head coach for the actions of A9. (10-3-6i, 10-5-5)

  8. RULES CHANGES Play 4 A2 and B2 hit heads in diving for a loose ball and both appear injured. A2 is immediately removed from the game by the officials as he or she is exhibiting signs consistent with a concussion. B2 seems fine and remains in the game. Later in the game, A2 reports to the scorer’s table to re-enter the contest.

  9. RULES CHANGES Play 4 – Answer The rules permit A2 to return to the game once he or she has been cleared by an appropriate health-care professional. The responsibility for obtaining that clearance rests with the coach/school, and need not be verified by the officials. If A2 appears at the scorer’s table to re-enter the game, the officials shall assume the coach/school followed the appropriate return-to-play procedures and A2 is eligible to participate. (2-8-5, 3-3-8) *Remember to have two officials confirm with the coach that A2 has been cleared; scorer’s table should write down the name of the health-care professional & time of A2’s return

  10. RULES CHANGES Play 5 Team B’s school colors are blue and gold and the predominate color of team B’s jersey is blue. Prior to the game, an official notices that several team B members are wearing gold headbands and gold wristbands.

  12. RULES CHANGES Play 6 Team A’s school colors are purple and gold and the predominate color of team A’s jersey is purple. Prior to the game, an official notices that several team B members are wearing gold pre-wrap around the entire head and purple wristbands.

  13. RULES CHANGES Play 6 – Answer This is illegal equipment. The headband color does not match the wristband color. Either the headband or the wristband may be worn but not both. The official shall inform the coach. (2-8-5, 3-3-8)

  14. POINTS OF EMPHASIS Rules Enforcement • There appears to be continued movement away from consistent enforcement of NFHS playing rules. Personal interpretations of the rules by individual officials have a negative impact on the game. The rules are written to provide a balance between offense and defense, minimize risk to participants, promote the sound tradition of the game and promote fair play. • When officials allow players to use illegal tactics without penalty, the behavior is condoned and consequently encouraged. When officials consistently enforce the playing rules as intended, players and coaches are able to make the proper adjustments—promoting skill development and a level playing field.

  15. POINTS OF EMPHASIS Sporting Behavior • Teams entering the gym prior to the contest should not run through the area occupied by the opposing team or under the basket where opponents are warming up. Teams should only enter, jog and warm-up on their half of the court. • Gatherings intended to motivate a team after the warm up period, during or following player introductions and postgame celebrations should be performed in the area directly in front of the team bench. • If during the pregame or halftime warm up period one team leaves the floor, the other team may not use the entire court; teams may only warm up on their half of the court.

POINTS OF EMPHASIS Perimeter Play Two illegal actions are taking place on the perimeter of the court and are going uncalled, which in turn promotes further illegal actions • Defensive players are illegally using their hands to “check” the ball handler/dribbler • Handchecking: any tactic using the hands or arms that allows a player, on offense or defense, to control (hold, impede, push, divert, slow or prevent) the movement of an opposing player • Offensive players are palming the ball to elude the defender • Palming: when the hand is in contact with the ball and the palm of the hand is beyond the perpendicular position (more than a handshake), tilted in a skyward position so the ball has come to rest on the hand

POINTS OF EMPHASIS Closely Guarded Situations • Rule Basics • When a player in control of the ball in his or her team’s frontcourt is guarded by an opponent who is within six feet of the player who is holding or dribbling the ball; the defensive player must obtain a legal guarding position • Measuring Six Feet • Too frequently, officials require the defensive player to be within three to four feet prior to the count being initiated • Ending the Count • No defensives player is within six feet; completes a dribble anywhere in the team’s own frontcourt; starts a dribble in the team’s own frontcourt and ends it anywhere in the frontcourt; or has his or her dribble interrupted; if a closely-guarded player beats the defender(s) by getting head and shoulders past the defensive player

POINTS OF EMPHASIS Closely Guarded Situations (cont’d) • Multiple Defenders • Count should continue even if there is a defensive switch, provided the six-foot distance is maintained • Counting Mechanics • The official begins a visible count when the six-foot distance is established • The official must switch arms when going directly from one counting situation to another

  19. POINTS OF EMPHASIS Principle of Verticality • Legal guarding must be obtained initially and movement thereafter must be legal • The hands and arms of the defender may be raised within his/her vertical plane while on the floor or in the air • The offensive player, whether on the floor or airborne, may not “clear out” or cause contact within the defender’s vertical plane; this is a foul • The defender may not “belly up” or use the lower part of the body or arms to cause contact outside his or her vertical plane; this is a foul • The player with the ball is to be given no more protection or consideration than the defender in judging which player has violated the rules • Misunderstanding of the rule generally results in the defensive player being charged with a foul when actually his or her vertical plane has likely been violated
