  4. MOTIVATION & GOAL • Poor implementation & enforcement of environmental legislation • System needs multiple reforms • General goal: improve implementation & enforcement Twinning Project ENEA – ENforcing Environmental Acquis

PROJECT OBJECTIVES • Improve legislation related to environmental inspection • Propose changes to inspection-related institutional framework • Change planning approach  risk assessment • Prepare/support elaboration of tools for inspectors: • Website • Information Management System • Guides for inspectors and for industrial operators • Checklists • Raise capacity through a training programme Twinning Project ENEA – ENforcing Environmental Acquis

PROJECT OUTPUTS Development of SEI website Initial legal and institutional assessment report Suggestions for updates in key legislation Draft Law for Inspection on Environment Recommendations for improvement of inspection system Long-term, sustainable capacity building programme for inspectors Implementation of risk-based planning through IRAM tool Proposals for soil control & remediation of selected polluted sites Twinning Project ENEA – ENforcing Environmental Acquis

PROJECT OUTPUTS • Proposals for improvement of SEI’s Info Management System & next steps • Supporting tools: • General inspection manual (planning, execution, reporting) • Guidance on BAT inspection in IPPC installations • Inspection checklist template • Factsheets & inspection checklists: • End-of-Life Vehicles processing • Waste oils • Landfills • Quarries & mines • Pig & poultry farms • Coal & gas-fired large combustion plants • Iron & steel electric arc furnaces • Meat processing • Wineries & Breweries • Stationary asphalt production • Plaster production Twinning Project ENEA – ENforcing Environmental Acquis

PROJECT OUTPUTS • Supporting tools: • WasteWatch tool • Template for inspection agenda • Template for inspection report • Template for publicly available inspection report • Leaflet for operators, and proposals for coordination with them • TNA, training programme, materials & training sessions • Training & study tours: Inspections with EU inspectors • Dissemination actions to stakeholders, to raise awareness (events, press • releases...) • Visibility materials • Proposals for follow-up (projects, TAIEX events...)
