  2. Policy as a political tool • Post independence 1980: No media policy “We are a free country”. • Post 1990: (IMF & WB Influence) The Washington consensus “We are part of the global community” • Post 2000: “We need media policy, we are under threat”

Defending the space: What MISA-Zim and others have done • Lobby and Advocacy (Parliament, Region, International, AU, ACHPR, MAZ) • Litigation (Domestic, International, Media Defence Fund, Media Lawyers Network, Zimbabwe Journalists Under Fire Campaign, Human Rights Defenders Fund) • Alternative legislation and Alternative structures of media governance (MCZ, ZACRAS) • Alternative media (Community Radio, ZACRAS, print, popular forms of communication, arts) • Capacity building for working in a difficult environment (Guerrilla journalism)

  4. Where do we go from here? • Political talks present chance to push for policy change (AIPPA, POSA, BSA, ICA). • Need for independent legislative bodies • Zimbabwe media strategy Document (IMS & NORAD) • ICTs, Reorientation of media/journalists and new Digital Journalism Trust (Training, production, dissemination) • Community Media (print, ICT, Radio) • Transformation of the Public Broadcaster ZBC
