  28. The “FENCE” • The “FENCE” is like a property line – extends into outer space • Your property is inside (TSM and SUBSTA); and • My property is outside (DIST) Cross at your own risk!

Traditional Smart Equipment • “Smart” and “communicating” equipment traditionally inside the fence • DA has introduced this equipment outside the fence • Initial field technician allocation leveraged skill set of the Substation (Instrument/Relay) Tech • “Side Job” – quantities small, not too sophisticated • Not as important as TSM and SUBST equipment • Groups work on separate schedules • Language changes at the “FENCE”

The New World • “Smart” and “communicating” equipment is expanding quickly OUTSIDE the fence • The equipment is more complex • Supported by Distribution Engineering (not Sys Prot) • Variety of Communications • Coordination across the fence is required or it affects productivity • DA Maintenance is now important • DA Troubleshooting is different • Need to understand TSM, SUBSTA and DA now • That’s a very sophisticated skill set

DFITS Concept • Desire to create Field Tech that will focus on Distribution Automation Equipment • Traditional Substation Tech skills focused inside fence • Work defined & prioritized by DA Engineering and Distribution Operations • Others in industry have similar roles – probably not a “new concept” – just different history • Sent survey to benchmarking groups
