NLRMP’s Objectives NLRMP will: • Build a transparent and integrated system of online real-time land records (including maintenance and updating of textual records, maps, survey and settlement operations and registration) • Ensure cadastral records mirror the ground reality • Ensure Automatic Mutation • Make necessary legal changes/amendments to facilitate the modernization of land records process • Facilitate conclusive titling system to minimize land/property disputes

Components/Activities • 1. • Survey/ • Re-survey & Update Survey & Settlement Records • Aerial photography • High Resolution Satellite Imagery (HRSI) • Ground truthing by Electronic Total Station (ETS) and Global Positioning System (GPS) • Data Entry/Re-entry/ Conversion for Records of Right • Digitization of cadastral maps • Integration of spatial & textual data • Data centres at various levels • Inter-connect Revenue Offices 2. Computerize land records 3. Computerize Registration • Computerization of Sub Registrar Offices (SROs) • Data entry of valuation details & of legacy encumbrance • Preservation of old documents • Connect SROs with Revenue Offices

  8. Cost Sharing & Funding A. Cost Sharing between the Centre & State Total estimated cost is Rs. 5,656 crore, out of which Rs. 3,098 crore is Central Share • B. Funding • As of October 2013, Rs. 892.82 crore have been released to States from the Central Government

  9. Some Important StateInitiatives • Karnataka: Integration of registration, Banks and Courts with Bhoomi Database • Haryana: High Resolution Satellite Imagery for entire State. Integration of textual and spatial data and registration. • Bihar: Major initiatives in Resurvey through aerial photography. • Gujarat: Survey using electronic total station and GIS. All the maps digitized and more than six hundred GIS Layers put on them

  10. Programme Management 1. NLRMP is a Mission Mode project for States 2. Project Sanctioning and Monitoring Committee(PSMC)approves projects at Central level 3. Central Technical Advisory Group (CTAG) advises on technical aspects of the programme 4. Project Management Units(PMUs) to be constituted in all States/UTs for programme management -16 States have already constituted PMUs 5. NLRMP Cellsto be constituted in all States/UTs for capacity building and training -32 NLRMP Cells have been constituted

How will the NLRMP aid in effective implementation of the Right to Fair Compensation and Transparency in Land Acquisition, Resettlement and Rehabilitation Act 2013 • Fair compensation Availability of updated RoRs, sale deeds, registration process etc. in electronic form and records in public domain, will ensure greater transparency and facilitate calculation of fair compensation based on latest market rates. • Reduced disputes over land titles Conclusive land titling will ensure greater accuracy and will help in identifying/determining ownership and payment of compensation to the entitled beneficiaries. This will make the land acquisition process easy for the Requiring Body as well as the acquisition authorities.

  13. Way Forward (contd.) 1. Timeline: All districts to be covered by the end of the 12th Five Year Plan. A district to complete all activities in 2 years 2. Draft Model Land Titling Bill has been prepared and is under finalization 3. Focus on coverage of state-wise remaining districts

Detailed Progress Report of States • 20 States/UTs have computerized the RoRs: Andhra Pradesh, Chhattisgarh, Gujarat, Goa, Haryana, Himachal Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Punjab, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Delhi and Puducherry. • 6 States/UTs are issuing digitally signed copies of RoRs: Karnataka, Maharashtra, Rajasthan, Uttar Pradesh, Andhra Pradesh and Goa • 17 States/UTs have stopped manual issue of RoRs: Chhattisgarh, Gujarat, Goa, Haryana, Karnataka, Madhya Pradesh, Orissa, Punjab, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, A&N Island, Chandigarh and Puducherry

  20. Detailed Progress Report of States • 21 States/UTs have accorded legal sanctity to the computerized copies of RoRs: Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Goa, Haryana, Himachal Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Punjab, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, A&N Islands and Puducherry • 23 States/UTs have computerized their Registration offices: Andhra Pradesh, Assam, Bihar, Gujarat, Goa, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Maharashtra Odisha, Punjab, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Chandigarh, Dadra Nagar Haveli, Delhi, Puducherry • 18 States/UTs have placed RoRs data on websites: Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Goa, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Punjab, Rajasthan, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand A&N Island and Puducherry
