Drinking Water Quality STATUS (as reported to Parliament) • Generally the status of DWQ in South Africa is good • In 2008 (12month period), average compliance nationally was 93.3% • Target = 97%; in line with compliance requirements of the National Standard (SANS 241) • Compliance figures for June 09 was 96%;May 09 recorded 94% • Evident consistent improvement • While all of this sounds promising, the Department is more concerned about the areas not being monitored; or those inconsistently monitored • One cannot manage nor regulate what is not being measured • No monitoring leaves the affected communities at risk • The Publicwonders if the information is true

  7. Drop Certification • Blue drop or Green dropstatus provides citizen’s with information on the confidence that the Department has in the WSA to manage drinking water quality & waste water services • Not only information on actual drinking water quality • Increasingly comprehensive and stringent criteria to facilitate a phased, continuous improvement approach

  8.  Drop Certification WSA’s to receive – Blue Drop Status (Drinking Water Quality) or Green Drop Status (Waste Water Management) if compliant with legislation & best practice requirements, evaluations for • per water supply system • metro’s versus towns within Water Services Authorities • role of WSPs • per waste water treatment works onus on WSA to provide the Dept with information – Blue Drop System(www.dwa.gov.za/bluedrop)

  9. To receive a BLUE DROP - comply with 95% of the weighted criteria Criteria for Blue Drop Status

  10. For a GREEN DROP - comply with 90% of the weighted criteria Criteria for Green Drop Status

Awarding of a Red Drop • A Red Drop will be awarded to metro’s / towns within Water Services Authorities which: • Show continued, recurring drinking water quality failures resulting in non-compliance with SANS 241 numerical limits (Criterion 6) and are reluctant to rectify the situation, and • Have entered into Phase B of the DWAF Enforcement Protocol for Organs of State, indicating continued, serious non-compliance despite intervention efforts made by Department Awarding of a Purple Drop • A Purple Drop will be awarded to metro’s / towns for continued, serious non-compliance despite intervention from the Department

Blue Drop 2009 Findings – Water Services Authorities • In spite of relatively good performance; Challenges remain in: • Process Controlling: • Insufficient skilled process controllers; Vacancies • Monitoring: • Inconsistent & Insufficient monitoring is a comprising factor towards general good performance • Data Credibility: • Laboratories now under scrutiny (Municipalities are not properly informed on the quality of service performed at commercial laboratories used • Accreditation status / participation in proficiency schemes • Water Services Institutions not always sufficiently prepared for adverse incidences • Generally, DWQM is underfunded

Positive outcome??? • National Regulatory Directorate & Regional Offices overwhelmed with calls/emails • What do we need to do? • Re-assessments and first assessments • Brings the Public Opinion into the equation • Concept presented to the Regulation Network of the World Health Organisation in Singapore (June 2009) • Well accepted; lots of interest

  18. DWQ Monitoring Programme • Municipal Monitoring frequencies must improve to be in line with the requirements of the national standard (SANS 241:2006) • Special attention to monitoring of DWQ is especially required in the smaller villages • Do not only focus on monitoring ratio

'Blue Drop' award for water boards Thumbs up for Bay‘s drinking waterNELSON Mandela Bay‘s drinking water received a qualified thumbs up in the very first national drinking water quality report released yesterday. The quality of water was described as “very good” with a score of 99 per cent, in accordance with the criteria set under South African national standards. However, it was the only one out of six metropolitan municipalities which failed to achieve Blue Drop status, awarded for complete water quality monitoring. Though the Bay failed to win the Blue Drop Certificate, the first annual Blue Drop South African Drinking Water Quality Report said “the performance of the drinking water quality management at most water treatment works within the Nelson Mandela metropolitan municipality is very good”.
